Job Description:


Under the general direction of the Staff Services Manager III in the Human Resources Branch, the Staff Services Manager II will manage the Labor Relations, Health & Safety (H&S), Exams and Training Sections and provide services to both the Air Resources Board (ARB) and the Office of the Secretary, Environmental Protection Agency (Cal/EPA). Consults with and advises ARB management, CalEPA agency staff, and personnel management staff on a variety of complex and sensitive labor relations matters.

Advise staff in the development, implementation, and maintenance of ARB's comprehensive Occupational H & S Program. Advise staff in the development of training policies, provides consultation with management on training needs, and assist ARB leadership with the development components of workforce succession planning. Oversee the examination function and ensure staff follow State Personnel Board procedures, maintains examination integrity throughout the process and meet the legal requirements.

Organize and monitor staff resources and develop implementation plans to effectively respond to workload fluctuations. Monitor, evaluate and timely complete employee performance appraisals. Promptly address and identify solutions to address employee performance issues.

Collaborates with the other Managers within the Human Resources Branch to resolve cross cutting issues (Classification & Pay and Personnel Transactions) and other units within Administrative Services Division (Accounting and Budgets). Attends meetings on behalf of the Branch Chief and occasionally acts in her absence.


  • Knowledge of the State Labor Relations Program and experience with collective bargaining negotiations, impact bargaining and development of bargaining proposals.
  • Solid understanding of the State‚Äôs human resources (HR) environment and the ability to implement solutions to the various HR challenges.
  • Prior experience managing/or working in the following functional areas: Labor Relations, Health & Safety, Examinations, and/or Training.
  • Demonstrated experience in presenting information effectively both orally and in writing.
  • Ability to lead with tact and diplomacy to achieve results.
  • Ability to manage multiple priorities.
