This is a permanent intermittent position that may become full-time and may work up to 1500 hours per calendar year (January 1 – December 31).

Air Resources Board (ARB) offices are located in the beautiful Cal/EPA building in downtown Sacramento. As a regulatory agency, the Air Resources Board possesses quasi-legislative authority to adopt regulations. Within the agency, as a part of the Legal Office, the Board Administration & Regulatory Coordination Unit (BARCU) maintains primary responsibility for the development and maintenance of the administrative and procedural requirements, and preparation of documentation necessary to support the promulgation of regulations. BARCU is primarily responsible for overseeing the administration of Board Hearings and their operations in conformance with regulatory requirements and Board policies and procedures; and ensuring that all Board regulatory activities are in compliance with the requirements of the Administrative Procedure Act.

BARCU is recruiting for a motivated self-starter to join our dynamic team. Under the general supervision of the BARCU Manager, the incumbent will provide administrative support to the Clerk of the Board. The successful incumbent will review and track all incoming comment letters received by fax, mail, and electronically for all proposed regulatory and non-regulatory Board actions: create labels, folders and comment logs for comment letters; and scan, post (on ARB webpage), copy and distribute all comment letters to Board members, executive office, and appropriate ARB program staff for each Board meeting.

The incumbent will attend all Board meetings and oversee the administrative operations in the Board staff support room. Board meeting set-up and preparation; monitor and maintain Board meeting equipment and supplies; prepares documents and assists the Clerk of the Board at monthly logistics meetings and the Chairman’s briefings, identify problems and make recommendations for reducing and/or eliminating problems. Travel throughout the State to attend Board meetings when necessary.

The incumbent’s work hours will be set by the Supervisor between the hours of 8:00am - 5:00pm.


Competitive candidates should have experience working with high-level officials and have a working knowledge and experience with legal documents and processes, be professional and have strong organizational, communication, attention to detail, and excellent computer skills. Candidates should have the ability to work independently and as a team member using good judgment and work cooperatively and effectively with others; ability to communicate effectively; ability to display tact and poise; ability to be proactive and to define logistical problems; ability to act decisively; and the ability to work effectively under pressure to meet short deadlines and last minute changes.

The most highly desirable candidates will possess the below qualities:

  • Proficiency in Microsoft Word, Excel, Adobe Professional, and a working knowledge of Excel, Access, and SharePoint
  • Excellent communication, customer service, writing, and editing skills
  • Ability to work effectively and cooperatively with a diverse working environment, including stakeholder groups, the public, and other government agencies
  • Strong interpersonal and project management skills

    The incumbent may be required to travel occasionally to attend Board meetings throughout the State.
