The Advanced Engineering Section is in Mobile Source Control Division’s (MSCD) Engineering Studies Branch, which develops and implements On Board Diagnostic (OBD) system requirements for all new light-duty, medium-duty, and heavy-duty on-road vehicles. OBD systems monitor vehicle emission control systems for proper performance and are required to detect malfunctions that occur, alert the vehicle operator, and store fault information to assist technicians in fixing the problem. OBD systems are a critical element to an effective Smog Check program in California and inspection and maintenance programs across the nation. Similarly, OBD systems on heavy-duty vehicles will provide the basis for effective inspections and repairs on today’s lower emission heavy-duty vehicles. The Air Resources Board’s (Board) OBD program is the benchmark for the federal diagnostics program and diagnostic programs worldwide. The activities of the OBD program involve detailed understanding and analyses of current and future technology vehicles to ensure comprehensive monitoring; as such, the OBD program is evolving to ensure OBD systems keep pace as vehicle technologies change to meet the increasing challenges to achieve lower emissions and higher efficiencies.
Under the direction of the Branch Chief, the incumbent will supervise the activities of the Advanced Engineering Section which has primary responsibility for further development of the OBD regulations and policies related to implementation. The section will be responsible for providing periodic updates to the Board on various aspects of the implementation of the OBD regulations, as well as developing any appropriate regulatory modifications to the light duty and heavy duty OBD regulations. The section will also be responsible for certification of OBD systems on hybrid powertrains used in on-road light, medium and heavy-duty vehicles. The successful candidate will manage, plan, organize, direct and evaluate the work of professional engineering and technical staff performing the duties assigned to the section related to the program areas discussed above. Some travel may be required.
This vacancy is one of three supervisor positions being filled in the OBD program. A single set of interviews will be conducted for all three supervisor vacancies.
DESIRABLE QUALIFICATIONS: The most competitive qualifications include knowledge, experience, or abilities in the following areas: management or supervision; regulatory requirements, certification, enforcement, and system design and operation of OBD systems; the regulatory development process: gasoline and diesel emission control system design; hybrid powertrain design; emission control system certification procedures; organizational, planning, technical writing, verbal and interpersonal communication skills; the skills to develop and present written and verbal reports; the ability to work effectively with industry, other sections and other divisions; and the ability to travel.
