Job Description:


This is a Limited Term Intermittent position and may work at a maximum of 1500 hours per calendar year. Come join a dynamic team responsible for implementation the Regulation for In-Use Off-Road Diesel Fleets (Off-Road Regulation). The Off-Road Implementation Section, within the Innovative Strategies Branch, is responsible for outreach and implementation, reporting and compliance planning tools, rule interpretation and guidance and compliance assistance for the Off-Road Regulation. The Off-Road Regulation requires owners of the over 140,000 off-road diesel vehicles in California to accelerate turnover to cleaner engines and has potential to prevent hundreds of premature deaths.

The successful candidate will be responsible for:

  • Participating in training, and learning policies, procedures and techniques related to Off-Road Regulation implementation, including Standard Operating Procedures for handling various reporting, recordkeeping, and compliance-related tasks;
  • Becoming well-versed in the Off-Road Regulation;
  • Answering calls and emails to the Diesel Off-Road On-Line Report System (DOORS) hotline and DOORS email account, and providing fleets with accurate, detailed information regarding the Off-Road Regulation reporting and performance requirements;
  • Providing personalized, detailed instructions to fleets who are having trouble using DOORS;
  • Assisting fleets in understanding the regulation’s requirements and helping them determine how to comply;
  • Reviewing and analyzing reported data for anomalies and gaps and contacting off-road diesel fleet vehicle fleet owners to resolve reporting discrepancies and ensure accurate and complete data is being reported;
  • Processing hardcopy reporting data for fleets that cannot or prefer not to access DOORS electronically;
  • Assisting section staff in composing and sending written correspondence to fleet owners to provide reminders regarding upcoming compliance requirements;
  • Creating and maintaining guidance, such as users guides, for users of the DOORS system, and continually updating existing user guides as new requirements become effective;
  • Preparing meeting materials, presentations and regulatory documents; and
  • Compiling, reviewing, and analyzing data related to emissions and compliance


  • Ability and willingness to learn about the Off-Road Regulation and the DOORS reporting system
  • Knowledge of ARB’s other diesel and mobile source programs
  • Ability to locate and compile data regarding off-road equipment and fleets from the internet
  • Ability to read and understand complex regulatory language, including mathematical formulas
  • Ability to use spreadsheet and database tools to display and analyze data
  • Ability to communicate clearly verbally and in writing (required in English, desirable in Spanish) and to do neat and accurate work
  • Ability to interact effectively and patiently with a range of end-users including off-road fleet owners, those unfamiliar with basic computer operations, and consultants,
  • Ability to prioritize competing tasks and utilize time effectively
  • Clerical speed and accuracy, and attention to detail
  • Enthusiasm and ability to demonstrate patience
  • Ability to work cooperatively and courteously as part of a team to implement a complex technical program
  • Coursework in engineering or science
  • Ability to follow oral and written instructions and learn standard operating procedures and methods
  • Ability to apply engineering, architecture or landscape architecture classroom instruction to work situations
  • Knowledge of arithmetic and elementary principles of algebra and geometry


    Qualified Air Resources Technician candidates are encouraged to apply.

    Must have proof of application for, or enrollment in. a college curriculum preparing for upper division status in an engineering, architectural or landscape architectural curriculum leading to a bachelor's or advanced degree, and those who are in the STUDENT ASSISTANT-Engineering & Architectural Sciences classification, or have transfer eligibility.
