Title: ACCOUNTING ADMINISTRATOR II
Salary: $5,576.00 - $6,727.00
Under the general supervision of the Accounting Administrator III (Branch Chief), the Accounting Administrator II (Supervisor) is responsible for directing five (5) Accounting Administrator I’s and their professional staff of twenty-nine (29) in the following units: General Ledger, Accounting Systems, Accounts Payable, and Accounts Receivable. The Accounting Branch is responsible for all functions associated with the Air Resources Board (ARB) and the Environmental Protection Agency, Office of the Secretary (Cal/EPA).
This position will coordinate and direct the Accounting Branch in all accounting activities and projects: conduct staff meetings to communicate information; ensure goals and priorities are established and accomplished by staff; establish timetables to ensure accounting activities are performed timely; delegate work and monitor workflow to ensure timeliness of completion.
The incumbent will plan and organize activities to ensure the fiscal integrity of accounting data: ensure accounting data comply with accounting principles, State Administrative Manual guidelines, and other rules governing State fiscal activities; establish and/or maintain appropriate internal controls, including separation of duties; analyze monthly CALSTARS (California State Accounting and Reporting System) reports and accounting reconciliations for reasonableness, accuracy, and timeliness. The position is fully responsible for the complete year end closing process of ARB & Cal/EPA, the preparation of all financial statements, and control agency reporting.
This supervisor will engage in staffing activities to enhance upward mobility: recruit, interview, and select staff to fill vacancies; mentor and/or provide training to develop staff’s skills and knowledge; evaluate work performance by giving verbal and/or written feedback; completing probationary reports and the annual Individual Development Plan (IDP), etc.; initiate disciplinary action when required to address work performance and/or behavior issues in the workplace.

Knowledge of accounting systems; excellent organizational, research and analytical skills; strong interpersonal skills and ability to relate effectively to all staff levels; excellent verbal and written communication skills; ability to maintain a positive, creative and flexible approach to issues and problems while working in a fast-paced team environment; proficiency with Excel and Word software applications, and basic knowledge of CALSTARS.
