Job Description:

This is a Limited-Term Intermittent position and may work a maximum of 1500 hours per calendar year.


Under the supervision of the Assistant Chief Counsel, the incumbent will provide administrative support to the Public Records Act (PRA), and Records Management (RM) Coordinators. The primary assignment is to support the PRA and RM Coordinators and assist as the interface between the public, ARB legal staff and ARB program staff. OLA maintains primary responsibility to ensure compliance with statutory requirements necessary for adoption of regulations and assists the Attorney General's Office with the defense and enforcement of these regulations. The incumbent will be assisting the PRA and RM Coordinators with research, review, and preparation of various documents and will perform other related administrative tasks.

The incumbent will perform the following duties:

Under the general direction of the PRA and RM Coordinators and PRA staff attorney; reviews incoming PRA requests for response, assigns public records requests to appropriate ARB staff, assists in segregating responsive records to PRA requests, processes records for release including redacting, bates stamping, withholding, copying, and scanning records for release. Prepares PRA determination letters which are reviewed and signed by the PRA Coordinator or staff attorney. Updates PRA website using IPSwitch, Kompozer, and SharePoint. Assist in the integration of SharePoint into the PRA process. Assists the RM Coordinator with implementing document retention policy management board-wide, preparing written materials in conjunction with ARB policies and procedures for complying with its records management and production; supporting a mechanism to integrate the use of SharePoint or functionally similar software into document management retention and production processes board-wide including using chosen software as a document repository for ARB program staff; and using implemented techniques to sort, organize, and produce documents.

Communicate with various ARB staff members when questions arise concerning the possibility of withholding documents based on confidentially issues, potential trade secret information, or pending enforcement or litigation matters as prescribed on CA Gov. Code section 6254. Assist staff attorneys in the segregation and redaction of exempt information while disclosing the remainder of the record to the requester in a timely manner. Assist staff attorneys with segregating gathered documents into the appropriate privileges.

Assist the Chief Counsel, Assistant Chief Counsel, Staff Attorney, and PRA and RM Coordinators on ad hoc records requests. Assist the public when reviewing regulatory/non-regulatory documents on-site.

The incumbent's work hours will be set by the Supervisor between the hours of 8:00am - 5:00pm, but not to exceed 1500 hours annually.


Competitive candidates should be professional and have excellent customer service and interpersonal skills, have strong organizational skills and display good attendance, learning ability, ability to work independently and as a team member, self-motivation, experience with Windows operating systems and other computer programs, including but not limited to Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, Adobe Professional, and Discovery. The candidate should have the ability to display tact and poise; ability to be pro-active and able to define logistical problems and act decisively; and the ability to work effectively under pressure to meet short deadlines and last minute changes.

Applicants should also be familiar with the Public Records Act process, knowledge of records management and with the operations of a Board.
