Job Description:


The Emission Inventory Development Section compiles and develops emission inventory databases, summaries, and tools to support emissions assessment needs in the areas of air quality planning, photochemical modeling, and project level assessment. Major projects include the development and refinement of a statewide criteria and toxic emission inventory database (CEIDARS), quality assurance and summarization of emission estimates, application of adjustment factors to estimate future emission trends, and streamlining of data input and output procedures from the emission inventory databases. The selected candidate will apply engineering principles to the development of base and future year emissions inventories as well as development of emission inventory summarization and quality assurance tools. Specific tasks may include the design of database queries to extract relevant information from the emission databases; development and automation of reports summarizing emission estimates including future emission trends; and working with staff to implement procedures which improve the quality, accessibility, and understanding of emission data stored in the emission inventory.


Applicants must be highly motivated, have strong analytical, investigative, and problem-solving skills, and have the ability to understand technical and policy issues as they relate to emission inventories. The candidate should be familiar with the current technologies and software available to compile and summarize large datasets and demonstrate initiative in applying these technologies to ensure data integrity and accessibility. The ideal candidate will have excellent communication and interpersonal skills and be able to work in a team setting. Applicants with strong technical skills, including relational database (SQL), geographic information systems (GIS,PostGIS), data extraction and visualization (PHP, HTML, CSS), Linux, and programming (Python, bash) experience are encouraged to apply. The successful candidate will have a working knowledge in some or all of the following areas: emission inventories, statistics, quality assurance, mathematics, and basic air pollution chemistry.
