Job Description:

DUTIES:The On-Road Model Implementation Section develops emissions inventory methods, models, databases, and tools to support on-road emissions assessment needs in the areas of air quality planning, transportation planning, photochemical modeling, and project level assessment. Major projects include the development and refinement of EMFAC-SG, an on-road emissions inventory tool for air quality and transportation planning, and new tools to estimate on-road emissions on refined spatial scales for project level assessment and photochemical modeling. The section also works to reconcile activity estimates developed using emissions inventory models with activity estimates developed by regional transportation planning agencies and from vehicle travel measurements using highway performance measurement systems.

Under the direction of the Section Manager, the incumbent will use engineering principles to assist in development and updating of mobile source emissions inventory models and emissions assessments for planning and regulatory development. The position requires close interaction and teamwork with Section and Branch staff. Specific tasks may include developing emissions inventory methods and programming to implement those methods; optimizing the MySQL database for the new EMFAC model; improving MySQL queries and Python code to improve the performance of the new EMFAC model; developing GUI and combining different components of the EMFAC into a new integrated model.

In addition to technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external clients. We expect applicants to have an ability to communicate effectively on a technical and policy level, with a wide variety of stakeholders including other ARB Divisions, government agencies, policymakers, industry, environmental organizations, and the public.

DESIRABLE QUALIFICATIONS: The successful candidate for this position will be enthusiastic and demonstrate initiative, have excellent written and oral communication skills, ability to understand technical and policy issues, strong analytical and problem-solving skills, ability to work effectively with other staff, and coordinate with community, industry, and government stakeholders. The candidate must be able to work independently or in a team setting, have excellent interpersonal skills, and the ability to work under tight timelines.

The successful candidate will have extensive knowledge and hands-on experience in large databases such as MySQL and in computer languages such as Python, and have working knowledge and experience in developing mobile source emissions inventories.
