DUTIES:

This is a Limited Term Intermittent position and may work at a maximum of 1500 hours per calendar year.

The On-Road Model Implementation Section develops emissions inventory methods, models, databases, and tools to support on-road emissions assessment needs in the areas of air quality planning, transportation planning, photochemical modeling, and project level assessment. Major projects include the development and refinement of EMFAC-SG, an on-road emissions inventory tool for air quality and transportation planning, and new tools to estimate on-road emissions on refined spatial scales for project level assessment and photochemical modeling. The section also works to reconcile activity estimates developed using emissions inventory models with activity estimates developed by regional transportation planning agencies and from vehicle travel measurements using highway performance measurement systems.

Under close supervision of the Section Manager, the incumbent will work in an entry, training level capacity, and will work part-time assisting in development and updating of mobile source emissions inventory models and emissions assessments for planning and regulatory development. The position requires interaction and teamwork with Section and Branch staff. Specific tasks may include assisting staff with development of emissions inventory methods and programming to implement those methods; developing documentation and reports; gathering, tabulating, and analyzing a variety of vehicle activity and emissions data; and reviewing academic studies.

DESIRABLE QUALIFICATIONS:

The successful candidate for this position will be enthusiastic and demonstrate initiative, have excellent written and oral communication skills, have the ability to understand technical and policy issues, have strong analytical and problem-solving skills, and have the ability to work effectively with other staff. Experience in freight modeling or developing mobile source emissions inventories is preferred, but not necessary. Applicants with strong analytical skills, including database (MS Access and MySQL) and programming (Python, visual basic, R,and C++), are encouraged to apply. The successful candidate will have a working knowledge in some or all of the following areas: transportation planning, emissions control, engine technologies, emissions testing, and statistics.

Enrollment in a college curriculum leading to a Bachelor’s or advanced degrees in Engineering is required.
