The Air Resources Board (ARB) is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The Board's scientific and technical programs rely extensively on web-based information systems. The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies available to achieve ARB's program goals. This mission includes ensuring that such technologies are professionally managed, properly maintained and secured, and efficiently utilized. The Systems Software Specialist III (Technical) position serves as the Information Security Officer (ISO) for all of ARB and includes ISO oversight responsibility for a variety of complex Programs, such as Cap and Trade, Greenhouse Gas, Air Pollution Districts, and the like, as well as the California Environmental Protection Agency's (Cal/EPA) Network Computer Center of which ARB is a participating Board. The ISO directs the Board's Information Security Program, including privacy and disclosure activities. In this capacity, the ISO incumbent develops and implements all aspects of policies and procedures pertaining to information security (electronic copy, hard copy, and any other media maintained and owned by the Board), physical security and privacy policies, including development, implementation, and maintenance of detailed procedures. The ISO incumbent also develops policies to protect confidential data owned by the Board. The ISO oversees all Information Security related training of all ARB staff, including contracted staff, to ensure all staff members are sufficiently informed as to how to abide by ARB Information Security policy guidelines. The ISO incumbent will have interactions with both internal and external entities in development of security and privacy policies, processes and procedures.
The successful candidate should have strong leadership abilities and customer service skills, excellent written and verbal communication skills, knowledge of and prior oversight experience of ISO responsiblities and duites. The candidate should demonstrate a compelling knowledge of information technology and the State's directions in the administration and oversight of IT including California State ISO. The successful candidate should possess the skills to develop and present written and verbal reports to policy makers; and the ability to work effectively with customers, management, vendors, the California Technology Agency, and other governmental agencies.
