Under the functional supervision of the Supervising Tax Auditor II, Local Revenue Allocation Unit, the Supervising Tax Auditor (STA) I supervises audit and technical staff responsible for return processing, and billing and reallocation functions under the district tax and local tax programs. The STA I also will be responsible for special projects related to these functions, responding to management requests for information and providing statistics on the effectiveness of these programs and for analyzing and evaluating proposed legislation, as well as routing personnel related supervisory functions.
Knowledge of General accounting and auditing procedures and business law, Provisions of the tax laws administered by the Board, related legal opinions and court decisions, departmental policies and regulations, The Bradley-Burns Local Tax Law, Transactions and Use Tax Law, and related allocation procedures, sales and use tax and local & district tax laws and regulations. Analyze accounts, correct errors, prepare billings, inform Advance Desk of tax shifts, handle threshold requirements and electronic downloads. Business practices, procedures and applicable tax auditing procedures. Organization of the Board of Equalization, particularly those areas related to administration of the local and special district tax programs. Principles and techniques of personnel management, supervision, and employer-employee relations. Department administrative goals, policies, and strategic plan objectives. The Board of Equalization’s Affirmative Action Program Objectives. Administration guidelines governing the distribution of confidential data under – Revenue and Taxation Code Section 7056 .
Must possess excellent communication skills (verbal & written), have strong analytical skills, and ability to work independently. Knowledge of Access and ability to develop queries and linking routines is desirable. All work performed at BOE Sacramento Headquarters, therefore, no travel is required.
