Job Description:

JOB DESCRIPTION :
Under the Administrator I in FADS, this position provides analytical support, as well as conducts comprehensive technical studies for the Filing Compliance Bureau. The Staff Operations Specialist independently conducts studies of complex issues for the filing enforcement, withholding, underreporting, and fraud programs to identify solutions and trends addressing California's Tax Gap. It also develops and assists in the implementation and on-going operation of a systematic strategy for the prevention and identification of fraudulent tax return filing activities. In addition, serves as an important resource for managers within the bureau for administrative and reporting tasks. This position is expected to be self motivated, courteous and professional, work independently or in a team environment, display good organization and time management skills, and display efficient and effective work habits.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

DESIRABLE EXPERIENCE/QUALIFICATIONS :
  • Experience as a unit lead, task force leader, or project manager.
  • Knowledge of FTB department programs, systems, data sources, and filing processes.
  • Experience with FCB revenue reporting methods and procedures.
  • Experience submitting Business Intelligence requests.
  • Experience evaluating and researching Tax Gap initiatives.
  • Proficient in writing studies and issue papers.
  • Knowledge of the Filing Compliance Bureau programs and processes.
  • Proficient in Microsoft Excel, Word, Visio, Access, and Project.
  • Strong research skills.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills, with the ability to work well with others and obtain their cooperation.
  • Strong analytical skills, including the ability to analyze information and draw sound, well-documented conclusions.
  • Ability to present ideas and information effectively, both orally and in writing.
  • Ability to manage multiple assignments and shift priorities and resources to meet desired deadlines.

Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
