All applicants will be considered; SROA/Surplus will be given priority. This position is located in Norwalk and is limited-term with the possibility of becoming permanent. Under the general direction of the Assistant Chief Counsel, Appeals Division, and the Tax Counsel III (Supervisor), the Business Taxes Specialist III (BTS III) is responsible for performing the following duties with the highest degree of independence: the BTS III conducts administrative face to face conferences with taxpayers and their representatives, and render decisions and recommendations on taxpayers’ protests of audit procedures and findings based on the facts of the most complex and sensitive audit cases and audit/legal cases; the BTS III represents the Appeals Division in presenting the most complex cases at hearings before the Board members; and, the BTS III also informs participants of appeals procedures, explains laws, rules, regulations, and audit procedures. In rendering a fair and equitable decision, the BTS III analyzes audit working papers, clarifies and analyzes relevancy of documents, data, and oral testimony, researches applicable laws and regulations, and takes necessary steps to obtain additional evidence from taxpayers. The BTS III also analyzes petitions for rehearing and makes recommendations to the Board as to the merits of the petitions; and reviews the more difficult decisions and recommendations prepared by the Appeals Division’s BTS II’s and Tax Counsels concerning audit issues.
