Under the general supervision of Enterprise Architecture Manager within the Technology Services Branch, the Staff Information Systems Analyst (Specialist) will act as the project leader on the development, implementation, and management of CalSTRS architectures. The incumbent will serve as the advanced technical specialist performing complex analytical studies and activities on complex information technology systems. Creates an infrastructure that defines the interrelationships between people, processes, information, and technology and ensures adherence to organizational strategy. Must be able to work collaboratively across multiple disciplines, understand how Enterprise Architecture is used to facilitate change and investment decisions and be able to develop and interpret Enterprise Architecture artifacts.
Documents and validates current and future architectures from the business, information, application, and infrastructure view points, in order to facilitate the design and deployment of technology solutions across the organization. Develops and maintains business, technology, service, and data models. Translates the models into various formats that can be used to communicate with all levels of stakeholders. Promotes, documents, and publishes CalSTRS modeling standards and procedures. Defines, promotes, and ensures compliance with the standards, guidelines, and principles. Manages alignment of project decisions to Architecture road maps by working with projects to ensure continued compliance.
Evangelizes, publishes, and communicates the program through a variety of mediums, such as presentations, intranet or newsletters. Participates in regular Architecture planning, review, governance, promotion, and project evaluation meetings. Assists the Enterprise Architecture Manager with the creation and evolution of enterprise information technology strategies, analyze current environments in order to make recommendations for improvement and continued viability of CalSTRS systems. Formulates and collaborates on architecture goals and objectives, identifies key stakeholders, and manages relationships. Participates and makes recommendations for continual improvements in IT efficiency and effectiveness around technology convergence and application development by establishing standardized computing and storage/data platforms, project design improvements, and infrastructure simplification. Stays abreast of the CalSTRS’ business strategies and long range plans, incorporates them into the architecture vision, and recommends solutions to accomplish the objectives.
Utilizes knowledge of systems, databases, and infrastructure to work with business staff to analyze problems and makes appropriate solution recommendations. Participates on the development of an implementation plan for key aspects of enterprise architecture based on business requirements and IT strategies. Incorporates SOA principles into enterprise architecture design, including opportunities for common services and service reuse.
Provides Architecture guidance for solution architects and technical leads through project and SDLC life cycles. Participates in selection and procurement of preferred technologies. Analyzes technology industry and trends in order to create and evolve CalSTRS Architectures. Participates in relevant external organizations, industry groups, etc. for continued educations and growth.
A working knowledge of the Pension Industry.
Knowledge of the enterprise architecture domain and its different sub-domains.
5 or more years of hands-on business experience in insurance, financial or pension organization.
Exposed to application development (requirements analysis, detailed design, modeling, coding, testing, troubleshooting, production support, etc.) of enterprise scale applications using various technologies.
Work experience in one or more enterprise architecture frameworks (FEAF, TOGAF, and Zachman) is ideal.
Excellent oral, written and graphical skills will be needed to communicate and influence various levels of leadership across the organization.
