Under the general supervision of the Data Processing Manager I, Technology Program Support Section, the incumbent will serve as the IT Goods and Services Analyst. The AISA will independently perform all duties associated with procurement of IT networks and systems, including software, consulting, hardware, equipment, and other related IT goods and services. Provides technical leadership in the development and implementation of the IT contracting process. Independently develop, review and analyze requests for IT service contracts and IT contract amendments. Reviews request for compliance with established state IT policies including State Administrative Manual (SAM), Statewide Information Management Manual (SIMM), and California Technology Agency, Technology Letter’s (TL), and the California State Contracting Manual (SCM), Volume 3 (Information Technology).
The AISA serves as the TSD resource to compile pertinent contract information on technology issues affecting the Board. Provides technical leadership in the development and implementation of the IT contracting process. Independently develop, review and analyze requests for IT service contracts and IT contract amendments. Works with Project Managers to collaboratively develop the necessary requirements and specifications to perform all functions necessary to develop, amend, renew, and monitor IT consulting contracts through the competitive bid process, interagency agreements (IAAs), and Leveraged Procurement Agreement process. Writes technical requirements and duties specifications of IT consultants. Coordinates project management staff to determine technical skill sets and contract deliverables. Analyzes requirements of proposed IT contract deliverables for compliance with scope, schedule, and cost requirements of the approved IT project.
Analyzes proposed procurements, considers and advises on the technical, business functional and budgetary implications. Conduct research to be able answer questions and resolve a variety of problems related to IT procurements when issues arise. Provide information and clarification regarding IT procurement policies, processes and State oversight as needed. Uses technology principles and analysis to write technical specifications. This includes the review and analysis of BOE PC Refresh requests to ensure the specifications and necessary components are considered when preparing the procurement. Obtains the necessary market research from the vendor for procurement efforts.
Prepare statistical reports on IT goods and services, and is responsible for the maintenance of procurement records and tracking and preparing IT Metric and trend reports related to all IT goods and services.
