The Secretary of State’s Office is recruiting to fill a permanent, full-time, Associate Governmental Program Analyst position in the Management Services Division, Safe at Home program. Safe at Home is a confidential mail forwarding service provided to victims of domestic violence, sexual assault, stalking, and reproductive healthcare employees, patients, or volunteers. This position is located in downtown Sacramento near Light Rail, and there are several restaurants within walking distance from the office.
Duties: The Associate Governmental Program Analyst is responsible for a wide range of high level analytical duties. These duties include but are not limited to: conducting research and analysis of all legislation impacting the Safe at Home program; write legislation, regulations, office procedures, and correspondence; design necessary program forms and fill-able letters for applicants, participants, and Safe at Home staff; maintain Safe at Home’s website and all databases; troubleshoot database errors and consult with Information Technology staff to resolve database issues; obtain all statistics needed for the Annual Report to the Legislature; respond to appeals from participants and recommending to management disposition of the appeal; serve as the confidential voter registration expert to all 58 County Registrar of Voter’s offices as it relates to Safe at Home participants; perform special projects such as research and write available grants, develop a Business Continuity Plan, and assist with the development of a web based training curriculum for the Safe at Home enrolling agencies. Some travel may be required to attend outreach and training activities. Incumbent is expected to assist other Safe at Home staff complete critical program tasks during staff shortages such as enroll applicants, process confidential name change requests, and process Safe at Home participants’ mail.
Desirable Qualifications: A strong background in one or more of the following: researching and then applying laws and regulations to given situations, dealing with irate callers, providing excellent customer service under adverse circumstances, attention to detail, strong verbal and written communication skills, ability to interact with all levels of management, demonstrated analytical problem-solving skills, and the ability to meet tight deadlines. The successful applicant will be proficient in Word, Excel, Power Point, Adobe Acrobat, Access, and have experience in maintaining databases and websites. College units in one of the following college courses is preferred but not required: Social Work, Psychology, Sociology, Criminal Justice, Business, or Computer Science. Punctuality and excellent attendance are essential for this position.
Statement of Qualifications: Applicant must submit a clearly titled Statement of Qualifications detailing how he/she meets the “Desirable Qualifications” listed above. The Statement of Qualifications should be no more than two pages long and submitted in Arial 12-point font.
Cover Letter: Applicants are to include a cover letter stating why he/she wants the position AND summarize the skills he/she can bring to the position. The cover letter and Statement of Qualifications will be considered the applicants writing sample.
Who Can Apply: Employees who are currently in the Associate Governmental Program Analyst classification or have current list, transfer or reinstatement eligibility for a permanent, full-time appointment to this classification.
