Job Description:
This position will cover the Norwalk/West Covina district offices. The headquarter location will be determined upon the selection of the candidate. The Business Taxes Specialist I (BTS I), District Liaison position reports to the District Administrator with strong coordination through the Fourth District Board Member's Chief of Staff and serves as the Board Members District Liaison representative, responsible for public relations, constituent services and serves as a technical specialist regarding compliance and audit practices and procedures. The incumbent will provide assistance on matters concerning complex tax policy issues, including the analysis of audit and compliance procedures and advise the Board Member. The BTS I will conduct special projects, tasks and other job related functions as necessary, which may include conducting outreach, providing statistical analysis, facilitating meetings, making presentations on behalf of the Board Member and provide updates to district offices. This position may be required to traveling at least 25% of the time. Working knowledge of the Board of Equalization is desirable. All applicants will be considered however, SROA/Surplus will be given priority. The position may be located in a high-rise building. Meeting the training requirements for this position may require overnight travel for up to five consecutive nights.

SPECIAL REQUIREMENTS:

Supplemental Questionnaire:

1. Please describe your experiences for the last three years of public speaking or public outreach that best demonstrates your ability to communicate tax laws and Boards of Equalization (BOE) audit and compliance procedures to outside stakeholders.

2. Please list three examples of either difficult cases or tasks that you handled that best demonstrates your ability to resolve conflict. Include what the issues were, what you did to resolve any conflicts and the final outcome.

3. A liaison needs to understand all aspects of the district’s operations. Please explain your experience in both audit and compliance programs in the field of tax administration.

4. Would you be available to work flexible or irregular hours if assigned to make a presentation or staff the Board Member’s Office outside regular work hours?
