DUTIES:

Are you interested in working in a high-rise building that has on-site child care for children up to five (5) years of age, conveniently located near light rail and across the street from Cesar Chavez Park which hosts the Farmer's Market and has concerts in the park during the summer months? If you are, the Air Resources Board (ARB) has an opening for a Personnel Specialist (PS) and is looking for highly motivated individuals that thrive on deadlines, priorities that change, and enjoy providing exceptional customer service to staff. Individuals who possess these characteristics are encouraged to apply. ARB is a medium sized department with approximately 1,500 positions. ARB also provides personnel services to the Office of the Secretary, California Environmental Protection Agency (Cal/EPA), which has approximately 70 positions.

Under the supervision of a Staff Services Manager, the PS performs personnel transactions work for an assigned group of reporting units. Some of the duties include evaluating and processing various complex and sensitive personnel transactions in compliance with applicable bargaining unit, Memorandum of Understanding (MOU) language, departmental policies and procedures, and Department of California Human Resources/California Public Employee Retirement System laws and rules. The PS keys various types of employee information, leave data and payroll actions into the appropriate automated data base, determines benefit eligibility requirements and rules that apply to various time bases, processes and tracks intermittent employees, reviews attendance reports, audits leave usage, researches and resolves discrepancies, and makes corrections to the State Controller's Office Leave Accounting System data base to ensure accuracy. In addition, the PS reconciles and certifies payroll monthly, completes and reviews Personnel Action Requests and payroll documents to ensure accuracy, researches and resolves pay issues, establishes or modifies accounts receivables and garnishments, processes salary advances and requests for lost or destroyed warrants.

DESIRABLE QUALIFICATIONS:

We are seeking applicants that have experience and are fully trained, able to act independently and use good judgment in evaluating and processing various complex and sensitive personnel transactions, have excellent interpersonal and communication skills and attendance, have knowledge of control agency laws, rules, and regulations, have the ability to meet deadlines and manage multiple priorities.
