Job Description: About the Office of HIPAA Compliance :
The Office of HIPAA Compliance (OHC) is looking for a motivated, skilled, and challenge-seeking individual interested in working with an exciting and diverse team of business and technical staff in a fast-paced environment. This position requires the incumbent maintain consistent and regular attendance; communicate effectively (orally and in writing if both appropriate) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and, adhere to departmental policies and procedures regarding attendance, leave, and conduct.
Under general direction of the IT Section Chief, Office of HIPAA Compliance, the Sr.ISA assumes a lead HIPAA and Business Analyst role in HIPAA IT initiatives. This includes analyzing new HIPAA requirements and determining impact to DHCS processes, policies, and IT systems. The position is located at 1501 Capitol Avenue, Downtown Sacramento (within the East End Complex).
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE, BUT WILL NOT BE LIMITED TO THE FOLLOWING:
HIPAA IT Subject Matter Expert
60% 1A. The Sr.ISA serves as the lead Subject Matter Expert in HIPAA. The Sr.ISA applies knowledge and experience in the area of HIPAA transactions to DHCS IT systems. The Sr.ISA assists in the development and implementation of IT systems with regards to HIPAA for DHCS. The Sr.ISA serves as a SME on 5010, D.0 and Operating Rules regulatory mandates to Medi-Cal and other programs. The Sr.ISA engages these programs as a HIPAA business consultant. The Sr.ISA works closely with State and contracted resources, including DHCS Program Area resources; DHCS OHC’s IT Section, Medi-Cal’s fiscal intermediaries and associated State oversight staff to ensure the success of E2E projects. The Sr.ISA prepares status reports, issue memos and takes action to resolve variances between the work plans and actual progress. The Sr.ISA communicates effectively, both orally and in writing, with peers, customers, and higher-level staff. The Sr.ISA has frequent contact with system users to discuss business requirements and regular contact with IT staff and vendors to coordinate problem solving and system requirements. The Sr.ISA impacts multiple users throughout the State. The incumbent’s work impacts major activities of the organization.
1B. The Sr.ISA will represent DHCS at national Standards Development Organizations (SDOs). This will include X12 and the Council for Affordable Quality Healthcare, Committee on Operating Rules for Information Exchange (CAQH CORE). The Sr.ISA may also represent the DHCS at National Council for Prescription Drug Programs (NCPDP), Workgroup for Electronic Interchange (WEDI), or Health Level Seven (HL7) meetings. The Sr.ISA attends and reports on meetings and conferences related to HIPAA and national standards development. Representation may involve developing alternatives and making presentations on behalf of DHCS or other State agencies to request changes to standards or provide information on DHCS projects and their status. The Sr.ISA may cast votes on behalf of DHCS to accept or reject changes to HIPAA standards within the SDOs. Travel is dependent on approvals. The Sr.ISA will represent DHCS at SDO’s webinars, teleconferences, and through other collaborative workgroup efforts.
HIPAA Business Analyst
35% 2A. The Sr.ISA provides HIPAA issue analysis and recommendations throughout DHCS, working with other OHC staff, as well as technical and business staff throughout DHCS to maintain an enterprise-level perspective of HIPAA issues. The Sr.ISA serves as a primary HIPAA subject matter expert and will use this expertise to integrate technology solutions that promote positive business process changes. The Sr.ISA will perform research at the local, state, and national levels to identify best practices, innovative solution alternatives, and recommendations. The Sr. ISA conducts and responds to surveys within the department and within the industry. The incumbent must be able to work well within a team environment and have exceptional collaborative skills. The incumbent must also be service oriented possessing strong interpersonal skills with all levels of business and technical staff.
2B. The Sr.ISA regularly monitors and analyzes proposed legislation, regulations, and industry guides for new transaction standards, other new HIPAA standards, or impacts to HIPAA Security. The Sr.ISA determines if new standards or requirements may result in changes, such as changes to file or database structure, hardware and/or user interfaces, and business process or policy impacts. The Sr.ISA works to escalate awareness in DHCS if an impact is determined to exist. The Sr.ISA analyzes and makes recommendations for addressing the impacts of these changes. The Sr.ISA provides technical assistance on new or modified standards to OHC staff, DHCS program areas, Fiscal Intermediaries, and other entities within California, as needed.
2C. The Sr.ISA serves as an advanced technical specialist performing analytical studies and activities on complex information systems and processes, projects, and/or teleprocessing networks/systems. The Sr.ISA has the ability to: analyze information and situations; identify and solve problems; reason logically; draw valid conclusions; develop effective solutions; apply creative thinking in the design of methods of processing information with information technology systems; monitor and resolve problems with information technology systems and processes; establish and maintain effective working relationships with others; and communicate effectively. The incumbent skillfully influences, motivates, persuades, and leads individuals and groups. The Sr.ISA participates in conferences, meetings, and presentations involving issues of considerable consequence. The Sr.ISA demonstrates an ability to use judgment in interpreting existing guidelines and is able to develop and interpret new guidelines.
5% Perform other duties as required.
The Sr.ISA will work under the supervision of the OHC Transactions Section Chief (DPM II). The Sr.ISA has no direct supervision responsibilities. The Sr.ISA shall provide direction to contract staff and project team members as necessary.
