The Air Resources Board (ARB), referred to as 'The Board', is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The Board's scientific and technical programs rely extensively on web-based information systems.
The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies available to achieve the Air Resources Board's (ARB) program goals. The mission includes ensuring that such technologies are professionally managed, properly maintained and efficiently used.
The IT Operations and Support Branch (ITOSB) is responsible for the implementation, enhancement, and maintenance of the ARB's office automation computer systems and supporting infrastructure. ARB's network, desktop, telecom and enterprise systems support more than 1,525 users in Sacramento, El Monte and other remote sites. ITOSB provides desktop computers and printers, email/calendaring support, purchasing support, training, help desk support, and resource center support to all ARB staff. ITOSB also supports all ARB voice, video and data communications services, and manages ARB's network wiring infrastructure. In addition to these roles, ITOSB works closely with the OIS Systems Development Branch and Information Security Officer (ISO) to successfully and securely deliver mission-critical business applications and support services to ARB programs and external stakeholders.
The primary duties and responsibilities of the position serves as a lead in planning, managing, and conducting IT budget activities and procurements in support of OIS and ARB. This includes but is not limited to: creates financial documents and obtains IT financial data, ensures accurate information is reported to control agencies, and that all necessary IT certifications are submitted timely to Control Agencies. Furthermore the Sr. ISA serves as a lead in preparing quarterly IT Pre-Procurement Plans, manages and monitors Agency approved IT projected purchases and manages all files related to the process and procedures. In addition, the Sr. ISA leads highly complex IT goods and services procurements and budget drills, serves as a SME on technical studies assigned by management; serves as the lead by overseeing and managing the administration and maintenance of IT Classifications, Requests for Personnel Action process with OIS managers, Human Resources, and Budget Offices; leads approximately 12 staff; and assists the Division Chief, Branch and Section Chiefs in planning, organizing, budgeting and implementing OIS programs.
Highly desirable qualifications include: 1) a love of information technology; 2) previous Lead experience; 3) ability to multi-task; 4) excellence in customer service; 5) a solid understanding of personal computer hardware and Microsoft operating systems; 6) a continuous desire to learn; 7) a positive attitude; and 8) the ability to manage your time effectively. Desirable qualifications include: 1) organization skills; 2) writing and documentation skills; and 3) a basic understanding of network and/or data communications.
