Under general direction of the Examination Staff Services Manager I, the Associate Personnel Analyst will be responsible for overseeing and directing examinations for the various Divisions within Air Resources Board (ARB) and the California Environmental Protection Agency (Cal/EPA), Office of the Secretary.
Perform Job Analysis & Test Validation studies to improve testing methodologies; perform link analysis of written test items and oral interview questions to ensure conformance with critical class requirements; develop testing tools such as rating guides and supplemental applications; and work with Subject Matter Experts (SME's) to develop examination questions. Participate in California Department of Human Resources (CalHR) statewide departmental test validation studies. Perform examination preparation duties including application review, written examination scheduling, coordinate and schedule the interview phase of the examination, secure chairpersons and members for interview panels, identify location of interviews, secure and reserve the necessary facilities; develop and prepare panel orientation packages; and present panel orientation to panel members. Research and analyze historical examination files; determine appropriate examination scope, base, and time frames; develop examination plan, justification and examination bulletin.
Analyze and assess ARB and Cal/EPA selection needs; meet with program managers to determine program needs; develop and use criteria for evaluating and prioritizing program selection needs; meet with SME's and hiring supervisors/managers to plan and develop appropriate selection mechanisms for exams and/or vacant positions; research alternative selection methods within CalHR guidelines and make recommendations for examination development. Respond to inquiries (oral and written) from candidates related to their eligibility for examinations, status in the examination process, rejection or acceptance notices, rescheduling of interviews, examination appeal, etc.
Prepare written correspondence or reports on projects related to examinations; conduct Minimum Qualification (MQ) checks, review, analyze, and prepare written correspondence on examination appeals and withholds; investigate and prepare reports on breaches in security. Assist in the development of policies and procedures relating to examination processing; interpret and explain civil service laws, rules and procedures related to the examination process, appeals, etc. Assist in the development of the selection portion of classification board items to revise minimum qualifications and/or knowledge and abilities. Serve as the Chairperson on Qualifications Appraisal Panels, proctor written examinations, and provide other assistance relating to test administration (such as scheduling). Provide internal training to rank and file, supervisory and managerial employees covering the selection process relating to test administration (such as scheduling).Occasional statewide travel is necessary.
Knowledge of Cal/HR's Legacy system, Job Analysis, and ability to write reports, use PC, creating spreadsheets and charts, initiating or responding to e-mails etc.
The Air Resources Board is located in the beautiful Cal/EPA Highrise Building close to Lightrail and the Cesar Chavez Park. The Examination Section is located on the 20th floor in an enclosed windowless office.
