The California State Board of Equalization (BOE), External Affairs Department (EAD), seeks a charismatic team builder who can develop and maintain internal and external partnerships to further taxpayer education on the BOE programs and services. The Division Chief will be responsible for effectively managing a Statewide Regional Outreach Program/Team responsible for formulating, developing, organizing, planning and administering an educational compliance program that meets the taxpayer service objectives critical to the agency’s mission.
The incumbent will be responsible for developing solutions-based strategies to communicate efficiently and effectively to various audiences and improve access to information that will facilitate increased compliance. The Division Chief works closely with BOE Executive staff, management, and Board Member offices to determine changes in target audiences and analyzes existing BOE statewide programs to determine ability/inability of existing outreach and education programs to provide services.
The incumbent will determine department goals and objectives for the Outreach Services Division to ensure alignment with well-defined, mission-oriented purposes. Develops and oversees implementation of BOE’s education and outreach policies. Provides the Executive Director, the External Affairs Deputy Director and Board Member offices with information that leads to a greater understanding of which tax compliance issues are of importance or concern to the target communities. The Division Chief is assigned the most sensitive and complex assignments for the Deputy Director, collecting, analyzing and interpreting data to define and influence policy direction. The Division Chief is utilized as an extension of BOE leadership to support the advancement and achievement of Agency goals and objectives and is responsible for working in collaboration with senior management and staff in documenting and providing broad and/or in-depth special reports on assigned projects and processes involving complex and often controversial issues, offering substantive recommendations that fully address the issues under Deputy Director review.
Working knowledge of the Board of Equalization is desirable. All applicants will be considered however, SROA/Surplus will be given priority. This position is located in a high-rise building Travel required up to 65% of the time.
