Under the general direction and supervision of the Data Processing Manager II and Lead the incumbent works as a technical Forms analyst and is responsible for resolving complex system problems in all areas of design; documenting and proposing solutions; development and maintenance of forms and programs. The incumbent demonstrates leadership skills in all aspects of their position. The incumbent works closely with the software support, application developers and customer representatives to identify requirements and solutions for Production Tax and Non-Tax Forms; enhancement requests and gives formal demonstrations. The incumbent is responsible for identifying, developing and facilitating the implementation of enterprise-wide remittance forms standards for both tax and non-tax systems. May act in a lead capacity and direct the activities of FTB forms and business coordinators in various areas. The incumbent also works closely with members of the user and client communities on issues and impacts associated with implementing new standards and technologies in the business environment

  • Working knowledge, reviewing, and testing: state tax forms; FTB’s forms requirement areas; 2-D Bar code; Legislation requirements; and IRS changes and requirements.
  • Experience with Microsoft Office tools (Word, Excel, Visio), Windows 7 as well as IBM Rational ClearQuest.
  • Experience with IPACS, iCapture, Tandem, BE, PIT and FTB Forms.
  • Ability to work under pressure and with deadlines, and work overtime as needed.
  • Experience preparing issue papers, analytical reports; costing reports and requirements documentation.
  • Excellent written and oral communication skills.
  • Ability to create specific goals and plan to prioritize, organize and accomplish assignments.
  • Experience working on an IT project team and leading team peers.
  • Knowledge of general technology concepts, practices and methods.
  • Self-motivated with the flexibility and willingness to learn, and thrive in an environment of change.
  • Ability to multi-task and take initiative.

Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification.
