JOB DESCRIPTION :
Under the direction of the Data Processing Manager III, the Application Development Supervisor provides leadership and technical direction to IT professionals who are tasked with the development and maintenance of services and applications that support the FTB’s hiring, payroll, procurement, budget and security functions. The incumbent has responsibility for multi-disciplinary research, planning and evaluation of critical and complex applications as well as evaluating data issues and solutions. The incumbent will develop and maintain strong working relationships with business customers and technology peers. Work is performed within the framework of the Department’s mission and values.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

  • Knowledge of the Systems Development Life Cycle (SDLC) and the ability to build, deploy and manage standard, repeatable processes.
  • Knowledge of project management principles and procurement methods which includes defining the scope, preparing the budget/costs, determining resource requirements and schedule, performing risk analysis, in order to deliver high quality automation systems on time and within budget.
  • Experience developing applications on C# .Net, VB.Net and SQL.
  • Review application/system architecture and make recommendations regarding technical and operational feasibility.

Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
