Job Description:
The Secretary of State’s (SOS) Management Services Division (MSD) is recruiting to fill two (2) permanent, full-time Associate Information Systems Analyst (Specialist) positions.

Duties: Under the direction of the Staff Services Manager II (Supervisor), the Associate Information Systems Analyst (Specialist) (AISA) will perform full journey level, difficult and complex analytical and procurement duties specifically related to Information Technology (IT), which include but are not limited to the following: research and complete complex procurements for IT goods and services; analyze Contract Requests for compliance with current provisions of the State Administrative Manual, Government Code, Public Contract Code, Board of Equalization Tax Law Guide, Management Memorandums, Department of General Services and SOS Office’s procurement policies and procedures; advise program area staff in the development of specifications, business requirements, and Statement of Work documents; ensure SOS Statement of Work documents are compliant with all current State IT contracting policies and procedures; review and develop justification statements to support or deny restrictive bidding requests; initiate and process Non-Competitive Bid (NCB) and Limited to Brand (LTB) transactions for IT goods and services; develop and prepare complex IT competitive (formal and informal) solicitation documents to include, but not limited to, request for proposals, Invitations for Bid, Request for Quotation and Request for Offer; interview proposed contractors; lead evaluation teams to evaluate bids; develop and prepare evaluation and selection reports; develop and prepare contract documents for IT goods and services; develop and prepare Inter-Agency Agreements (IAA) for both IT and non-IT good and services; compile and analyze annual contracting reports; investigate complaints and negotiate problem resolution among vendors, users and other agencies such as DGS, as necessary.

Desirable Qualifications: Extensive knowledge and experience in contract services processes; extensive knowledge and experience related to procurement of Information Technology (IT) goods and services; ability to analyze and provide detailed recommendations based on established criteria; effective use of logic and resourcefulness; communicate effectively, both orally and in writing; excellent organization and ability to coordinate with other staff to complete collaborative tasks; act independently using sound judgment.

Who Can Apply: Employees who are currently in the Associate Information Systems Analyst (Specialist) classification or have current list, transfer or reinstatement eligibility for a permanent, full-time appointment to this classification.
