CalSTRS is embarking on an effort to replace its current pension
administration system, START. In order to ensure the data in START are ready
for conversion, CalSTRS has initiated a project known as the Data
Preparation Project. This project consists of two phases. The first is to
perform an analysis of the data currently residing in START, and the second
will be making the determination of when and how we actually make any
corrections needed to the data. Running concurrently with the first phase is
a team of experienced analysts known as the Complete Account Review and
Evaluation (CARE) team. The goals of this team are to:
Ensure all known data issues are identified and maintained on the Data

underpayments to members are prioritized for resolution with emphasis on
high-risk overpayments; and,

account review and correction and quality control review of benefit
