CalSTRS is embarking on an effort to replace its current pension administration system, START. In order to ensure the data in START are ready for conversion, CalSTRS has initiated a project known as the Data Preparation Project. This project consists of two phases. The first is to perform an analysis of the data currently residing in START, and the second will be making the determination of when and how we actually make any corrections needed to the data. Running concurrently with the first phase is a team of experienced analysts known as the Complete Account Review and Evaluation (CARE) team. The goals of this team are to:

  • Ensure all known data issues are identified and maintained on the Data Issues list;
  • Ensure all data issues with the potential to cause overpayments or underpayments to members are prioritized for resolution with emphasis on high-risk overpayments; and,
  • Perform data fixes following an approach that fixes each case end-to- end.

We are looking for an individual who is highly motivated with exceptional analytical, interpersonal, leadership, research and logic skills. The person performing these duties will be responsible for performing comprehensive account review and correction and quality control review of benefit corrections. Experience and knowledge of CalSTRS benefit calculations, CalSTRS laws, and CalSTRS current pension administration system, START, is desired.

Desirable Qualifications:

  • Must have experience with and/or the ability to interpret, write and apply laws, rules, and policies;
  • Amazing customer service skills are a necessity due to being on the phone multiple times and/or for extended periods of time, while breaking down complicated issues into simple terms for members and/or beneficiaries that are going through a challenging time in their lives;
  • Demonstrated experience or ability to handle multiple priorities simultaneously;
  • Ability to interpret and apply CalSTRS laws, rules, and policies correctly and be willing to testify to actions taken;
  • Experience performing quality control reviews on work performed by others;
  • Demonstrated ability to analyze and solve the most complex problems, draw logical conclusions and complete staff work;
  • Must have the ability to communicate effectively in writing and/or verbally with other CalSTRS employees, our members and their beneficiaries;
  • Experience drafting complex memoranda for senior management and developing reports for management;
  • Excellent attendance is required because the project has deadlines and is expected to finish the scope of work within the project time allotted;
  • Experience and ability to identify process and procedural improvement opportunities, propose alternative solutions, and make recommendations for improvement;
  • Must have mathematical knowledge and skills;
  • Able to meet deadlines that are non-negotiable; and,
  • Proficient with using Word, Excel and PowerPoint applications.

Note:
(1) Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice.
