The incumbent will serve as a member of the E-Services Unit under the general direction of the Systems Software Specialist III (Supervisory). The incumbent, using ArcGIS and related software, will be responsible for creating, modifying, and updating Geographic Information System (GIS) information used internally and externally. This includes creating new shape files and/or merging shape files from multiple sources. The incumbent will maintain a catalog of external data/data providers and coordinate updates as needed. The incumbent will create custom maps and analyze GIS data to:
Identify accounts that have been coded incorrectly or need to be re-coded
Provide “what if” analysis
Provide lists of data based on a condition(s)
The incumbent will coordinate with an external GIS service provider for GIS application support and development.
Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS software.
In-depth knowledge of general mapping principles, demographics analysis, spatial analysis, and cartography.
Experience installing, configuring, and maintaining GIS (ArcGIS) systems.
Demonstrated experience in data modeling.
Ability to train team members and end users on GIS data and applications.
Ability to conduct research into GIS issues and products as required.
Ability to develop and maintain web applications in Java and the various ArcGIS tool sets.
JAVA (J2EE)/JSP experience is desired.
Experience in developing web applications using Struts is desired.
Experience developing web services (GIS and otherwise) is desired.
Ability to communicate effectively in writing and orally.
