Job Description:
Under general direction of the Data Processing Manager II, the Senior Information Systems Analyst (Specialist) functions as the technical liaison to the Legal Division to support the most complex litigation related and case management software. As the technical liaison to the Legal Division, the incumbent provides technical support services to the division’s attorney, legal division manager, law clerk and paralegal staff. Technical support services include assisting the Legal Division with the administration of DFEH’s litigation related software applications. The incumbent must be familiar with the software programs which are used to manage litigation and investigative documents and data, including: Concordance and its document and image viewers, CaseMap, TextMap, and TimeMap. The incumbent must also be familiar with HoudiniEsq, the DFEH’s case management system, particularly the Legal Division’s policies and procedures related to its effective use of HoudiniEsq. The incumbent must also be familiar with WestKM which is an add-on to WestLaw and is used to index the Legal Division’s legal work product. The Sr. ISA functions as the technical liaison to support the most complex litigation related and case management software.

The incumbent also provides administrative support services to the Legal Division including assisting in contracting with outsourced litigation support service providers for such services as converting paper-based discovery to electronic format and processing electronic discovery for uploading to Concordance databases.

Duties include, but are not limited to the following:

Essential Functions:

Creates updates and performs quality control analysis on litigation support document databases. Serves as primary liaison between Legal Division and litigation support companies’ software technical staff. Additionally, the incumbent will also serve as liaison to co-counsel's and/or opposing counsel's litigation support technical managers. This position will manage the Concordance server. Uploads discovery documents and data to litigation support databases. Provides technical advice to legal staff during litigation support planning meetings, during discovery and throughout the life of the case, which includes providing technical advice on paper based discovery, electronic discovery and computer forensics. Provides technical information to litigation support vendors/contractors who process electronic discovery or convert paper-based discovery into up-loadable files.

Provides training and troubleshooting assistance to legal staff on litigation support hardware and applications. Assists in development of protocols, procedures, and quality control assurance processes. From time to time, may assist attorneys in courtrooms to set up trial presentation technology.

Serves as the back-up for the Operating System administrator for various DFEH servers, back-ups, storage and routers Firewall and Windows 2003 Servers at the Headquarters location, Windows 2003 Servers deployed statewide, and oversee vendor management of Routers). Plans, configures, programs, installs, and maintains various facets of the hardware and software relating to the operating systems. Conducts product research and analysis as part of the infrastructure support and troubleshooting; and recommends changes or updates to the infrastructure. Solves a range of complex technical problems; performs hardware and/or software installation and testing, user training, network connectivity troubleshooting, and file server monitoring. Assist in the deployment of departmental applications.

Assists Legal Division staff with technical aspects of HoudiniEsq case management system and WestKM brief bank system. Consults with Legal Division when assisting IT staff in deployment of HoudiniEsq and WestKM.

Assists IT staff with all DFEH software and hardware installations. Maintains and upgrades litigation support software and hardware. Researches and makes recommendations on acquiring hardware and software. Maintains and manages inventory of software user licenses per seats and con-current user licenses for all litigation support software.

Assists in researching technical legal technology trends in the litigation support industry and analyzes various products and services to recommend potential solutions to existing problems or bring forward potential business opportunities.

Assist in providing training to technical staff and other users on all departmental information technology applications. Provide input in the preparation of user guides and technical documentation on departmental applications. Perform other duties as assigned.

Desirable Qualifications:

•Experience in leading and managing concurrent complex development projects.
•Experience in communicating effectively verbally and in writing.
•Experience in managing and negotiating multiple and/or changing priorities in a heavy workload situation.
•Experience working with IT contracts for goods and services.
•Experience in supporting legal software from an IT perspective.
•Experience in establishing and maintaining the confidence and cooperation of others contacted during the course of work.
•Experience analyzing data, draw sound conclusions and present ideas and information effectively.
•Experience in the maintenance and management of information technology network infrastructures.
•Experience in the maintenance and management of server environments.
