The Air Resources Board (ARB) seeks a highly motivated Staff Programmer Analyst-Specialist (Staff PA) able to creatively develop web-based applications for air pollution control using PHP, MySQL, Apache, Linux, and other web technologies.
The ARB is located in the Cal/EPA building at 1001 I Street. ARB is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The Board's highly regarded scientific and technical programs rely extensively on computer-based information systems. The Office of Information Systems (OIS) develops, maintains, and manages this information through ARB’s multi-functional Information Technology (IT) program. The Systems Development Support Branch (SDSB) applies the latest PC, server, Internet, Web, and mobile technologies to facilitate ARB's mission. Under SDSB, the Software Development Section (SDS) develops and maintains many of ARB's most mission critical software applications. The successful candidate will work in SDS alongside Air Pollution Specialists, Engineers, Programmers, and internal customers to develop and maintain primarily, Open Source software applications.
Each year new air pollution regulations require developers to update Goods Movement. New development may last three to six months with the developer performing maintenance the balance of the year. Both the public website and the application require new development and maintenance.
The Staff PA co-develops and maintains the Goods Movement application along with other duties to include: will meet frequently with internal customers to gather and translate business requirements into IT system requirements; designs and writes PHP code for the Goods Movement application using Cake PHP Framework; modifies and develops code in the MySQL relational database; will meet weekly with customer's project team to assess bugs, demo new development, and plan future releases; coordinates customer testing; debugs application; modifies existing code; documents code, technical specs, user guides, work plans, and status reports; administers and secures databases and IT systems; resolves user's technical issues, and identifies areas for process and application improvement; collaborates with management, team members, and project managers, to successfully deliver customer's expectations.
Once the programmer demonstrates a solid footing maintaining Goods Movement (~12 months), the candidate will have the opportunity to participate in additional projects and code in other PHP frameworks such as CodeIgniter or Zend. If the Staff PA is experienced coding in .Net or Java, the opportunity exists to participate in those development projects, as well.
The Staff PA's time is spent on average doing 50% development, 20% documentation, 15% project leadership, 10% customer support, and 5% training.
Five years experience of design and development of object-oriented applications and relational databases. Coding experience in PHP. Ideally, has developed using CakePHP framework or other MVC. Experienced, using AJAX/CSS/Query to create web pages. Experienced, creating stored procedures using SQL statements. Experienced, using development tools such as CVS (Concurrent Versions System), SVN (Subversion), and Eclipse / NetBeans.
Other desireable experience includes: has developed design documents, database schema, and data dictionary. Has lead projects or project teams, gathered business requirements, served on test teams, is comfortable with peer-code review, and written test scripts.
