Title:  SUPERVISING TAX AUDITOR III BOARD OF EQUALIZATION

Job Description:
Position is limited term for one year. Under the general direction of the District Administrator, the District Principal Auditor (DPA) is responsible for the administration of the audit program in the Irvine District. The DPA must be organized; possess the ability to manage a large audit department to achieve goals; is able to make decisions and be accountable for those decisions; cooperates to achieve the Department’s mission and goals; identifies and defines the needs of the Department and District; attract appropriate candidates, evaluate, and select the most qualified; and lead and motivate staff to achieve Department and District goals. The DPA plans, organizes and directs the audit program through subordinate supervisors. The incumbent is responsible for the audit program including: holding 10-day discussions; evaluating audit operations and recommending/implementing improvements on an on-going basis; ensuring operations adhere to BOE policies, procedures, mission, and goals; ensuring management decisions are positively and accurately conveyed and implemented throughout the offices; develops annual audit operational and workload plans ensuring the most efficient allocation of resources among the audits that are selected; ensures audits are completed timely making full use of team auditing; resolves aged audits, claims for refund, and appeals; audit selection; and, other administrative activities related to enforcing applicable laws, regulations, policies and procedures. Overnight travel is required to attend meetings and training. Appointment may be extended or become permanent if position status changes. The position requires the incumbent to be fingerprinted. All applicants will be considered however, SROA/Surplus will be given priority.

Supplemental Questionnaire:

1) Please describe your Managerial/Supervisory/Leadership experience in detail, including a description of the types of issues you have dealt with and successfully resolved.

2) Please describe your experience of second level district appeals conferences for disputed audits.

3) Please describe in detail your knowledge of the SCOP Program, purpose, goals and objectives.

4) List your experience with sales and use tax matters dealing with taxpayers, attorneys, taxpayer representatives, and the public.

5) List your experience with public speaking.

6) List your experience resolving tax auditing situations.

Supervising Tax Auditor III applications submitted without a completed questionnaire and application will not receive further consideration for this position.
