Job Description: JOB DESCRIPTION:
The Department of Health Care Services, Office of Legal Services, Health Care Financing and Rates Team, is currently accepting applications for a full time, limited term Attorney position.
Under the direct supervision of the Assistant Chief Counsels and the general direction of the Chief Counsel, the Attorney will be responsible for providing a broad spectrum of legal advice on diverse and complex legal issues concerning Medi-Cal financing, federal reimbursement and rate development.
Duties include: The ability to perform difficult legal research and analysis on issues relevant to federal reimbursement and rate setting; drafting memoranda and correspondence reflecting legal conclusions; monitoring changing federal and state legislation and preparing an analysis of the impact of legislative changes on the Department; developing legal arguments and strategies for Medi-Cal financing and rate cases and acting as liaison with the Office of Attorney General; drafting legislation, regulations, State Plan Amendments, and Waivers; responding to Public Records Act requests; and performing other special projects as required.
• Membership in the California State Bar
• Experience drafting legal documents including legislation and regulations
• Strong written and oral communication skills
• Ability to exercise a high degree of initiative, flexibility, and confidentiality
• Dependable, punctual, excellent attendance
• Ability to conduct legal research and writing under short deadlines
• Litigation experience
