Job Description:
Under the administrative direction of the Data Processing Manager III (Chief of the Interoperability, Data Exchange, & Applications Section), the incumbent functions with as the Supervisor of the Data Integration Unit and serves as a technical subject matter expert in providing data for internal and external department needs. The SSS III Supervisor provides leadership and technical direction to staff members who are using various technologies, including Microsoft SQL Server and Oracle. The position is also responsible for the support and maintenance of mission critical data transfer applications and systems. Knowledge of how to architect growing data solutions, data migrations, restoring database configurations, user management, secure data transactions, and performance monitoring is required.

Administration & Supervision
Provide daily supervision and guidance to Data Integration Unit, which may include, but not limited to; leading joint application development sessions with program teams; coaching and mentoring staff; gaining approvals from the System Architecture and Server Section (SASS); technical consultation with the Information Security Office (ISO); attending meetings to ensure IDEAS products adhere to industry best practices; procurement of IT goods and services; writing and administering individual development plans (IDPs) to staff supervised; approving timesheets and travel claims; and acting on behalf of the DPM III, when required.

Application, Database and Lead Architecture Design
Lead and facilitate the development, maintenance and implementation of CDPH’s complex application, database and infrastructure architecture. Serve as the highest level of subject matter expert and lead on the coding, design, modification, installation, evaluation, and maintenance of computer software. Act as a technical project leader on the most complex application, database and infrastructure architecture design projects and/or works independently on the most complex analytical studies and activities on multiple complex application, database and infrastructure architecture projects across multiple platforms composed of multiple software packages. Provide control, direction, and decision-making regarding CDPH’s application, database and infrastructure architecture issues in support of CDPH’s strategic planning and goals. Perform system analysis and design for new development and/or modifications to CDPH’s mission critical applications, databases and the infrastructure that supports them - Design data models, analyze database design proposals, review and approve changes to databases in compliance with CDPH standards. Perform research on new sophisticated IT technologies, monitor development and trends in application, database and infrastructure hardware/software, and the general IT industry and provide formal advice of new hardware/software products, patches and their functionality to CDPH, as they become available.

Project Management
Develop and update detailed work plans for project/effort execution. Identify, assess, mitigate or escalate project/effort risks when necessary. Provide technical presentations to a variety of audiences, regularly provide status reports to management, and participate in meetings as necessary.

  • Broad experience and/or education in industry and state service with an emphasis on the essential functions of the position.
  • Experience in quickly gaining the trust of multiple stakeholders.
  • Strong organizational, analytical, communication, and problem-solving skills that facilitate critical thinking amongst a technical team with diverse technical backgrounds.
  • Previous experience in mentoring and training subordinate staff.
  • Extensive experience in serving and supporting multiple diverse Programs and Multi-Discipline Teams in the past three years.
  • Ability to successfully manage multiple projects at the same time with competing priorities without getting frustrated.
  • A natural talent to treat everyone with respect, courtesy, and understanding.
  • Knowledge of industry best practices as they relate to fulfilling the essential functions of the position, and familiarity of what is happening related to technology and public health.
