This position works at the Off-Highway Motor Vehicle Recreation (OHMVR) Division Headquarters in Sacramento. This position will work under the direction of the OHMVR Division Chief. The Staff Park and Recreation Specialist (Staff PRS) maintains complete managerial responsibility for the Division’s statewide Winter Recreation operation, including the SNO-PARK and OSV Grooming programs. This position negotiates, budgets, and allocates funds between eleven national forests, three counties, and a variety of private land owners. This position also ensures appropriate use of program-related funds to meet priorities for the Winter Recreation operation, negotiates and manages federal Cost Share Agreements (CSAs), Operating Plans (OPs) and miscellaneous umbrella contracts with the federal government, manages the daily operation of fifteen state-owned snow tractors, develops and implements procedures and policies associated with the Winter Recreation operation, provides leadership, supervision, training, and employee development opportunities to all staff within the Winter Recreation operation, manages the development and implementation of Winter Recreation Plan (WRP), seeks opportunities for expansion and looks for internal and external funding sources, acts as the OHMVR Equipment Managers, and works actively with the Deputy Director and Division Chief to address program-related litigation and legal concerns. The successful candidate will have excellent written and oral communication skills, and general working knowledge of winter recreation in California, including trail grooming and maintenance standards.
