Job Description: THE POSITION: The Secretary of State’s office is seeking a qualified applicant to work as a Supervising Special Investigator I. The incumbent is responsible for directing the Secretary of State’s Elections Fraud Investigations Unit. This is an opportunity to be a valuable member of the team that administers California statewide elections. This is a Peace Officer classification [PC 830.3(o)] subject to Peace Officer Standards and Training [POST] requirements.
DUTIES: Responsible for staff training, management, planning, organizing, and monitoring unit work and case load, and supervising the performance of Fraud Unit staff members. Duties include time accounting, employee performance evaluation and recognition, timely and efficient completion of required duties, conflict resolution, employee development and training, office and facility planning, and budget oversight. The incumbent is also responsible for providing general policy analysis and formulation, including drafting and reviewing program procedures, and administering departmental policy and procedures. Directs and reviews criminal fraud investigations and cases. Reviews and determines which complaints require further investigation for possible criminal, civil, or administrative action; makes case assignments; and oversees and monitors progress of the unit’s case load. The incumbent handles and monitors all high profile cases, which include meeting with, advising, conferring, and making policy decisions with the Chief of Elections, SOS Administration, and legal staff. In addition, the incumbent may be required to participate in field investigations necessitating travel within California, file complaints, prepare cases, and appear and/or testify in court or in administrative hearings. The incumbent will work in conjunction with local district attorneys, the Attorney General, and the United States Attorney in the preparation of cases for court presentation and to secure the cooperation of these agencies. Prepare comprehensive interview, investigatory and annual management reports. Prepare correspondence concerning Elections Code violations and respond to telephone and walk-in requests for election information from county elections officials and the general public.
DESIRED QUALIFICATIONS: The most desirable candidates will have knowledge of the principles and practices of criminal investigations; organizational techniques and time management skills; a strong ability to communicate both orally and in writing and an ability to review and edit written reports. Knowledge of the principles and practices of the election administration is desirable, but not required. Experience with Microsoft Office Suite programs such as Access, Excel, and Word is strongly recommended. The candidate must have current POST Basic, Intermediate, or Advanced certification.
WHO CAN APPLY: Applicants must currently be in the Supervising Special Investigator I classification or have transfer/list eligibility for permanent, full-time appointment to the Supervising Special Investigator I class. Appointment will be made in accordance with State Restriction of Appointments (SROA) provisions.
