Under the general direction of the Branch Manager (BTA III), the Business Taxes Specialist II acts as lead on and coordinates multifaceted tax program projects. The consequence of error could cost the state significant revenues or the nature of the issue may be politically sensitive.
Responsible for planning, distributing, and evaluating the workload for Appeals and Data Analysis Branch.
Manage workloads involving multiple functions and have complete knowledge of all aspects of the Board's audit processes including field audit functions, headquarter functions, the appeals process and caseload management, procedures and protocols for claims for refund and the Board's legislative process. The employee must be able to work on developing policy and procedures with other units or agencies including the federal government for statewide programs.
Regularly perform tax program policy research and explain multifaceted tax issues to the largest taxpayers, or their attorneys or consultants. It would not be uncommon for the issues to not have a precedent or where there is little basis to support the taxpayer's position.
Plans and develop policies, program protocols and procedures relating to the field audit function under the Cigarette and Tobacco Products Tax law and the Cigarette and Tobacco Products Licensing Act of 2003.
Develop complete legislative proposals to make major tax program changes and act as liaison between high level management within the Board of Equalization and various Federal and State agencies, legislative staff, lobbyists and representatives from trade organizations.
The position is located in a high-rise building. Travel required 20% of the time. The position requires the incumbent to be fingerprinted. All applicants will be considered however, SROA/Surplus will be given priority.
