DUTIES: Under the direction of a Supervising Investigator, incumbents conduct investigations regarding criminal and administrative violations committed on or about ABC licensed premises by licensees, their employees, and/or members of the general public. Investigations may include undercover (covert) observations or prolonged investigations to detect violations of ABC laws and regulations. Investigations may also include: 1) Corporations, franchises, partnerships and other licensees suspected of concealing unqualified ownership. 2) Commercial bribery or illegal relationships between manufacturers, wholesalers, and retail licensees. 3) Business fraud, pool buying, illegal discounts or advertising schemes and devices. 4) Vice, gambling, narcotics, or similar activities normally associated with organized crime; and 5) Participate in multi-agency investigations or assignments. Incumbents interpret and explain the provisions of the laws, rules, and regulations of the Alcoholic Beverage Control Act, Penal Code, and Health and Safety Code. Make physical arrests for criminal offenses; write criminal citations; locate and interview witnesses and persons suspected of violations; seize and collect physical evidence; process evidence; prepare clear, concise, and accurate documents and reports detailing investigation activities and findings. Testify in criminal court and/or administrative hearings. Develop and maintain liaison with Federal, State and local law enforcement agencies. Work with local law enforcement agencies on field operations and special assignments. Provide specialized training and other resources as requested. This position is designated as peace officer. A background investigation, fingerprinting, voice stress analysis or polygraph test, drug screening test, medical examination, and psychological screening are required before a candidate can be appointed to this position. Incumbents must qualify and carry a firearm; possess a valid driver’s license issued by the Department of Motor Vehicles and be able to safely operate a motor vehicle.
WHO MAY APPLY: Current State employees in this classification or lateral transfers from an equivalent classification, former State employees who can reinstate into this classification, or persons who are on a current employment list for the Investigator classification are eligible to apply. DESIRABLE QUALIFICATIONS: Possession of a Peace Officer Standards and Training (POST) Basic certificate; investigative experience; and college level course work in criminal justice, law enforcement, criminology, administration of justice, or police science. Agents must be willing to work long, irregular, and unusual hours, weekends, evenings, nights, and holidays; travel with occasional overnight assignments; care for and maintain a State vehicle and other specialized equipment.
