The Department of Consumer Affairs’ (DCA) Budget Office is seeking motivated individuals to join their budget team.The incumbent will work in a team environment and should have a strong analytical skillset and working knowledge of the state budget process.
Associate Governmental Program Analyst will be considered with budget experience.Will also consider hiring at Staff Services Analyst (General) level.
Duties and Responsibilities:
Under the direction of the Budget Manager (Staff Services Manager I), the Associate Budget Analyst (ABA) performs technical and complex tasks related to the planning, development, and management of the DCA’s budget.The incumbent is expected to consistently exercise a high degree of initiative, confidentiality, and independence while working in the DCA’s dynamic and fast-paced Budget Office.With short deadlines, the incumbent must be capable of demonstrating a high level of accuracy and thoroughness when completing assigned tasks.
The ABA will work with specific Boards, Bureaus, Divisions and/or Programs within the DCA to prepare and maintain complex monthly revenue and expenditure projections, develop budget change proposals in accordance with statewide or departmental policies and program objectives, draft responses to inquiries from the Department’s Executive-level Management, the Legislature, the Department of Finance, and other State agencies, and provide assistance and/or recommendations to clients on any other tasks that require budgetary input.
The ABA will prepare the various schedules and documents for the Governor’s Budget (such as fund condition statements and the Schedule of Salaries and Wages), maintain documents that track funding and staffing levels and any changes to budgetary appropriations, prepare and assist in budget drills, provide management alternatives and suggest recommendations for meeting program goals or to address any budget allocation issues.The ABA is expected to attend Board and client meetings and may be required to present and field questions on budget and fiscal issues.Additionally, the incumbent is required to develop and administer budget training to clients on an annual-basis.
The ABA will serve as the budget expert on providing fiscal impact of legislation and the fiscal and economic impact of regulations.Additionally, the incumbent will work with assigned clients to develop and research complex workload analyses and new policy initiatives as it relates to a client’s business functions.
