Under the supervision of the Administrator of the Psychometrics and Assessment Analysis Unit and working cooperatively with program units and managers throughout the Department, the incumbent is assigned responsibilities to work as described under “DUTIES”, below.
Acting independently, write the most complex data management programs using such software as Microsoft Access, SQL Server, or SAS to analyze and interpret data and develop and implement various methods (including Internet usage) to report assessment results to students, school districts, county offices of education, parents, legislators, the media, leaders of the education community at the state and national levels, and the general public.
Facilitate the verification of the overall accuracy of assessment data, inform the staff of data-related issues of concern to them, and help both Standards and Assessment Division and the testing contractor staff identify data and aggregation specifications that still require clarification or alteration. Oversee the quality control analyses of testing contractors. Coordinate the design and monitor the testing process from test development through reporting.
Act as division liaison concerning the development and implementation of data elements of the California Longitudinal Achievement Data System (CALPADS) project. Act as division liaison between the Data Management Division and Technology Services Division on the development of Requests for Proposals and contracts. Oversee the design, development, delivery, and maintenance of the electronic item bank.
Ability to monitor and resolve problems with information technology systems
Excellent computer skills, including managing large databases
Excellent written and verbal communication skills
Knowledge of information technology systems software and practices
