Title: STAFF INFORMATION SYSTEMS ANALYST (SPECIALIST)
Salary: $5,065.00 - $6,660.00

JOB DESCRIPTION :
Under the general direction and supervision of the Data Processing Manager II, e-Programs Service and Analyst Unit, the incumbent will participate independently and collaboratively with the e-file Processing team on the more complex tasks in the development, implementation and maintanence of the department’s electronic (e-file) return and payment processing programs as well processing of scanned return data in support of the Enterprise Data to Revenue (EDR) Project. These programs include: Individual and Business e-file, e-View, Paperless K-1’s and Electronic Funds Withdrawal (EFW) payments. Responsibilities may include providing information and technical guidance on the more complex program issues to internal and external customers; performing e-file product coordination and release planning as the product and release manager; conduct analysis, development, maintenance and review of Extensible Markup Language (XML) schemas, business rules and technical documentation; identifying and resolving the more complex program issues.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

WHO MAY APPLY :
- Working knowledge of the Business Entities Tax (BETS), Taxpayer Information (TI) systems.
- Experience with Microsoft Office tools (Word, Excel, Visio, Project) as well as IBM Rational ClearQuest.
- Experience with Altova XMLSpy.
- Experience with IT product release planning and coordination.
- Experience preparing issue papers, analytical reports and requirements documentation.
- Excellent written and oral communication skills.
- Ability to create specific goals and plan to prioritize, organize and accomplish assignments.
- Experience working on an IT project team and leading team peers.
- Knowledge of FTB's program areas.
- Knowledge of general technology concepts, practices and methods.
- Self-motivated with the flexibility and willingness to learn, and thrive in an environment of change.
Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
