Under the direction of the Education Fiscal Services Administrator of the Principal Apportionment and Special Education Office, the Education Fiscal Services Consultant is responsible for implementing the more complex provisions of the newly enacted Local Control Funding Formula (LCFF).
Advise the local education agency (LEA) governing board members, administrators, state agencies and legislative staff on issues pertaining to the calculation and apportionment of LCFF funds. Assist LEA administrators and fiscal staff to ensure the integrity of data collected from LEAs for average daily attendance (ADA), local taxes, and other data required to execute the Principal Apportionment. Provide guidance, training, and technical assistance to LEAs and Principal Apportionment staff on the allocation of LCFF funds.
Identify fiscal and management issues and problems. Provide direction to LEAs via advisories, bulletins, frequently asked questions and letters related to the implementation of the LCFF. Develop legislative proposals for technical corrections to the LCFF. Analyze education finance legislation; prepare analyses of legislation and Governor’s Budget proposals; advise LEA administrators and fiscal staff of potential impact. Research laws and regulations to ensure that administrative practices are consistent with legislative direction with regard to the apportionment of state funds.
Develop, design, update and maintain funding exhibits for assigned segments of the LCFF calculation to reflect legislation. Work closely with Principal Apportionment staff and the Technology Services Division to integrate those calculations into the automated apportionment system to ensure the appropriate allocation of state funds. As a result of legislation, provide instructions to modify data collection systems. Assist in the development of new funding options and mechanisms for consideration by the State Superintendent of Public Instruction and the Legislature to support public education. Provide guidance and assistance to LEAs and fiscal staff to implement these systems.
Knowledge of school administration practices; school district business and financial management practices; principles, practices, and trends in public education; current practices and procedures for preparation of school budgets, accounts, records, and various financial documents; public school law and finance; statewide financial assistance programs for school districts; Federal and State education laws; state legislative processes; organization, functions, rules, and regulations of the CDE; audit practices and methodologies as applied to educational settings; and
Ability to establish and maintain cooperative relations with local, state, and federal officials and agencies; relate to school boards, chief business officials, and superintendents; provide leadership and direction for a program of the Department; work effectively with top administrative personnel in the Department and other agencies.

All applicants must clearly indicate the basis of their eligibility in the “Explanations” section on the Standard Application Form (Std 678). Employment provisions as outlined by the California Department of Human Resources’ State Restriction of Appointments (SROA) policy will prevail. In addition, current or future executive orders relative to filling vacant positions may also affect this process. Applications will be screened and only the most qualified will be interviewed. An individual who possesses a Master's Degree or equivalent in Public or Business Administration or related field, or possession of a valid license authorizing service as a Certified Public Accountant in California must attach a copy of that document to their application.
Possession of minimum qualifications will be verified prior to interview and/or appointment. If it is determined an applicant does not meet the minimum qualifications, the applicant will be removed from the eligibility list.
