Under the supervision of the IT Service Transition Supervisor, the incumbent assumes the roles of IT Change Management Process Owner and Enterprise IT Change Manager to manage the changes to IT Services that affect enterprise operation and to drive IT process improvement from within the Technical Operations Section. As the Process Owner, the position establishes, enforces, manages and improves the organizations IT Change Management strategy, policy, process, and standards. As the Enterprise Change Manager, the position is responsible for managing changes to services and systems with enterprise risk or impact. The incumbent is also responsible for leading the discussion and approving/denying changes, to enterprise services in a Change Advisory Board (CAB) meeting.

  • ITIL Foundation Certified.
  • Familiar with IT Service Management and ITIL concepts, including a Change Advisory Board (CAB).
  • Experience with Systems Development Life Cycle (SDLC).
  • Experience managing IT Changes within tools such as CA Service Desk, IBM Rational Clearquest, etc.
  • Ability to lead group discussions and meetings.
  • Ability to apply process concepts to working processes and procedures.
  • Familiar with System/Software Build and Test concepts.
  • Ability to work with management and/or peers to set or apply technical direction.
  • Excellent interpersonal, written, and verbal communication skills and maintaining cooperative working relationships.

Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
