Duty Statement - Staff Services Manager I
Job Summary - Under the general supervision of the Staff Services Manager III (SSM III) in the Policy Development Branch of the Medi-Cal Eligibility Division (MCED), the Staff Services Manager I (SSMI) provides direct manangement and supervision of Staff Services Analysts and Associate Governmental Program Analysts. The SSMI works closely with the Health Program Specialist I that is assigned to work on more complex projects related to the Financial Unit. This position ensures that all staff are fully trained to perform the functions and duties of the unit sucessfully and will monitor the attendance and performance of assigned staff. The SSMI ensures that the Medi-Cal program areas overseen by the unit comply with all applicable state and federal laws and court decisions. The SSMI ensures that the unit provides verbal and written policy guidance regarding Medi-Cal eligilbility critieria that is uniform, accurate and timely to county human services agencies, California Department of Social Services Administrative Law Judges, advocates, legislative staff, the general public, and other partners. This policy guidance allows county human services agencies to perform accurate determinations and re-determinations of Medi-Cal eligibility. The SSMI is to ensure that program costs related to increases or decreases of the number of Medi-Cal beneficiaries eligible for benefits is monitored and consistent with current Medi-Cal eligibility policy.

Percent of Time - Essential Functions
30% - Provide expertise and direction to staff in the Financial Unit as well as other staff in DHCS to ensure that the provisions of all state and federal regulations, statutes, and court decisions related to the eligibility of Medi-Cal programs is followed appropriately. Develop and present through subordinate staff complete and sound analysis and recommendations to Branch, Division and Executive management teams regarding Medi-Cal programs.
30% - Monitor, interpret and implement federal and state regulations regarding Medi-Cal eligibility through subordinate staff. Respond to lawsuits and requests for information, and negotiate settlements. Develop new Medi-Cal eligibility legislation, regulations, and procedures. Perform as a participant and/or lead on special projects and assignments as directed by the Branch Chief such as projects related to the implementation of the Affordable Care Act.
20% - Act as the liaison between the Department of Health Care Services (DHCS) and other state departments, as well as other statewide organizations, federal partners (the Social Security Administration and the Centers for Medicare and Medicaid Services), advocates and county human services agencies, on policy and financial issues related to the administration of the Medi-Cal program. The incumbent is responsible for the implementation of federal and state policies related to Medi-Cal financial eligibility, fair hearings, other health coverage, and various Medi-Cal programs.
15% - Provide supervision and management to a team of analysts in the Financial Unit including hiring, staff development and training, providing Individual Performance Appraisals, coaching and correction as needed. Provide support and occasional management to Branch staff in the absence of the Branch Chief.
