Duties and Responsibilities:

Under the direction of the Assistant Hospital Administrator, Hospital General Services Administrator II (HGSA II) is responsible for the administration, coordination and direction of the activities and functions necessary for the effective operation of the Procurement and Services Department at the Veterans Home of California, Chula Vista, which includes the Office Technician (Procurement Office), Property Controller, Materials and Stores Specialists (Warehouse), Transportation Department, Environmental Services (EVS) Department and the Laundry Worker staff. Duties include, but are not limited to the following:

Advises the Hospital Administrator/Assistant Hospital Administrator on all aspects of the general services operation of the Veterans Home. Develops and implements policies and procedures for the Procurement and Services operation. Upholds standards for the purchasing of goods and minor services in accordance with State law, Department of General Services (DGS) requirements and guidelines, the State Contracting Manual (SCM), CDVA delegation authority, and CDVA policies and procedures. Collects purchasing data monthly and compiles purchasing, budget and quality assurance reports. Keeps the Assistant Hospital Administrator apprised of relevant issues within the Procurement and Services Department. Works closely with purchase requestors on proper submittal of purchase requests. Supervises the scheduling and transportation of residents to various medical, social and personal outings/events by the AEO I’s, prepares various reports. Assists the AEO II with developing the policies and procedures pertinent to the operation. Ensures compliance with the rules and regulations of the California Commercial Drivers Handbook.

Provides continuous supervision and training for the staff of the Procurement & Services Department as well as continuous dissemination of information for all personnel regarding purchasing of goods and minor services. Delegates work as needed in the various sections of the Procurement Department. Works with the Property Controller and department managers to project the equipment and supply needs for the facility within area of responsibility.

Upholds standards for complying with purchasing requirements and policies. Provides training, guidance and consultation regarding purchasing to facility staff. Reviews and approves purchase requests (Purchase Orders, Form 5’s). Monitors warehouse and laundry operations. Meets with EVS Supervisors on a daily basis to ensure performance standards are met.

Reviews Certified Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) inclusion in purchase requests. Advocates for SB/DVBE business participation in the purchase process. Provides monthly SB/DVBE report to Administration and CDVA Office of Procurement & Contracting (OPC). Ensures purchase order information in Meditech is accurate and up-to-date. Inputs information into Meditech, processes purchase orders and runs reports as needed. Provides consultation and expertise to the Veterans Home regarding purchasing mechanisms.

Keeps accurate records and prepares reports in order to ensure compliance with all regulatory agencies requirements. Forwards statistical reports as required to Administration. Reviews and maintains departmental budget documents to ensure control of spending and compliance with purchasing guidelines. Assists in the preparation of Budget Change Concepts (BCC) and Budget Change Proposals (BCP).

Participates and provides input to various facility committees including but not limited to Health & Safety, Infection Control, and Quality Assurance. Attends and provides input to the Department Managers meetings. Attends facility in-service training, which may require travel; ensures attendance of departmental staff to appropriate required training. Coordinates and attends health records committee meetings as needed. Understands and demonstrates principles of personnel management and supervision. Evaluates employee performance and completes probationary reports, annual performance appraisals and other paperwork required of a department manager and supervisor. Evaluates employee performance and takes corrective action using progressive discipline guidelines when improvement is needed. Coordinates the placement of student interns from local colleges and universities. Provides oversight, evaluation and training to student interns.

Performs other duties as required to support the Veterans Home Administration and the Procurement Department, which includes the Warehouse, Property, Laundry, EVS Department, and the Transportation Department.
