The Mobile Source Compliance Call Center Section (Section), within the Compliance Assistance and Outreach Branch (Branch), seeks enthusiastic, customer service-oriented candidates to join our dynamic team. The Section is responsible for providing compliance assistance to owners and operators of mobile equipment subject to various diesel fleet regulations to reduce criteria pollutant and greenhouse gas emissions. The Section addresses tens of thousands of calls and emails per year to assist stakeholders in understanding regulatory requirements and compliance planning, and works interdependently with other outreach groups within the Branch and the Agency.
Under close supervision of an Air Resources Supervisor I, the Air Resources Technician II will be responsible for duties related to outreach and compliance assistance for all ARB heavy-duty diesel and incentive programs. The incumbent will be responsible for analyzing situations and regulations accurately, making appropriate recommendations, and compiling and distributing local, State and Federal air quality regulations. Specific tasks may include:
Answering routine phone calls or emails to the Mobile Source Compliance Call Center, providing fleets with accurate, detailed information about the requirements of regulations affecting mobile equipment and assisting fleets in understanding those requirements.
Maintaining accurate, detailed records of calls completed in a database format. Reviewing and analyzing call data records for accuracy, completeness and to identify trends and patterns.
Tracking compliance assistance and outreach event contacts and materials distributed at events.
Researching regulatory language, calculating fleet compliance, assisting Air Resources Engineers and Air Pollution Specialists in preparation of printed and electronic/web outreach materials, assisting with preparation and execution of stakeholder and outreach meetings.
The ideal candidate should have the ability to learn rapidly; follow directions; communicate effectively and establish cooperative relations with other staff and those contacted in the work; acquire acceptable work habits such as punctuality, skill, neatness, and dependability; work safely; make satisfactory progress in a prescribed practical work-training program.
The candidate should possess knowledge of basic mathematical computational techniques; emissions sources; air quality investigative techniques; basic statistical and mathematical computational techniques; Federal, State, and local air quality regulations; vehicular emissions control systems; air pollution control principles.
The most successful applicants should possess the ability to analyze situations accurately and adopt an effective course of action; speak and write effectively; gather, and analyze scientific data; review, check, and interpret air quality highly technical and complex regulations.
Experience with ARB's heavy-duty diesel regulations, and providing one-on-one assistance to the regulated community by telephone and email is highly desirable. Oral and written proficiency in Spanish is highly desirable.
