The reporting location for this position is at Headquarters in Sacramento. This position will work under the direction of the Staff Services Manager II. The incumbent will independently perform the full range of the more responsible and complex analysis related to labor management relations. The incumbent will be responsible for the administration of Memorandums of Understanding for multiple bargaining units, meet and confers with delegated authority from CalHR, responds to grievances at the department level, provides training, and performs a variety of analytical tasks and projects related to labor relations. Travel is required. The incumbent must have knowledge of the Ralph C. Dills Act, Labor Law, Bargaining Unit contracts and CalHR; knowledge and experience with responding to grievances; and knowledge of modern office methods and experience with office equipment, including personal computers utilizing Microsoft Outlook, Word, Excel and PowerPoint. The incumbent must have the ability to analyze and logically interpret and apply appropriate labor law and labor agreement provisions; other laws, rules, regulations, memoranda of understanding, policies and procedures, and instructions; communicate effectively verbally and/or in writing; work effectively with all levels of management; use good judgment and make sound decisions in critical situations; ability to work effectively both independently and cooperatively with others.
Special Requirements: Interested candidates must submit a Standard Application Form (STD 678), clearly indicating the basis for eligibility in the Explanations section on the STD 678, AND submit a Statement of Qualifications (SOQ), no more than two pages in length. The SOQ needs to describe, in detail, how your education, training, experience, and skills (in negotiation of bargaining unit contracts, contract implementation and interpretation, grievance and complaint resolution, mediation or arbitration of labor disputes, or other required qualifications) ensure you meet the requirements for the position. The SOQ serves as documentation of your ability to present information clearly and concisely, in writing, and must be typed.
