Title: STAFF INFORMATION SYSTEMS ANALYST (SPECIALIST)
Salary: $5,065.00 - $6,466.00
Under the general supervision of the Chief of Administrative Services, the Staff Information Systems Analyst (Specialist) (SISA) is responsible for all aspects of the Mental Health Services Oversight and Accountability Commission’s (MHSOAC) Information Technology (IT) program.
- TECHNICAL SUPPORT
Troubleshoot and resolve IT issues related to desktop hardware, software, and network connectivity. Review output files and error logs to assess application or system problems. Provide hands-on training to users on system functionality. Explain technical procedures to all levels of users. Disseminate information regarding IT related issues to the appropriate area of responsibility (e.g., network, database, web, department-wide broadcast). Develop, update, and maintain MHSOAC IT procedures, policies, operations, and reference materials. Submit and track help-desk tickets on behalf of MHSOAC staff. Coordinate the installation, configuration, and maintenance of various IT components (PC, outlook e-mail, Citrix login information, Citrix token, Blackberry, voicemail, etc.) for MHSOAC staff. Ensure all accounts and IT components are appropriately closed/returned for separated staff.
- EVALUATION DATA SUPPORT
Serve as the MHSOAC liaison with the California Department of Health Care Services (DHCS) Information Technology Web Services (ITWS) system. Provide the Evaluation Unit with IT support. Ensure that all data transferred, received, handled, or shared complies with the Health Insurance Portability and Accountability Act (HIPPA) privacy regulations. Implement administrative, physical, and technical safeguards that reasonably and appropriately protect the confidentiality, integrity, and availability of and any personal information, sensitive information, protected health information or confidential information. Develop and maintain a written information privacy and security program that includes administrative, technical, and physical safeguards. Monitor HIPPA regulations and other laws to ensure MHSOAC compliance with updates/changes to all applicable regulations.
Serve as the MHSOAC webmaster. Utilize Dreamweaver and/or other web development applications to add, modify, and remove MHSOAC, Proposition 63, and Intranet website content. Use Adobe Professional 8 to ensure website content meets State accessibility guidelines and IT standards. Maintain the MHSOAC and county listservs. Send out website update information and announcements using the appropriate listservs.
Serve as the MHSOAC Information Security Officer (ISO) and liaison with the California Technology Agency (CTA). Serve as a subject matter expert in complying with all Statewide IT laws, regulations, policies, guidelines, and procedures. Maintain full knowledge on evolving information technology trends and products, procedures and roles as well as State directives and communicate how these changes may impact the organization. Provide independent analytical and technical services in support of MHSOAC’s IT procurement, hardware and software inventory, and budgeting. Independently prepare and review IT specifications and justifications for non-standard procurements. Conduct non-competitive and competitive IT procurements, and leverages procurement agreements. Prepare annual IT reports.
