Job Description:

JOB DESCRIPTION :
Under general direction and supervision of the Data Processing Manager II, e-Programs Service and Analyst Unit, the incumbent will participate independently and collaboratively with the e-file Processing team in the development, implementation and maintanence of the department’s electronic return and payment programs as well processing of scanned return data in support of the Enterprise Data to Revenue (EDR). These programs include: Individual and Business e-file, e-View, Paperless K-1’s, and Electronic Funds Withdrawal (EFW) payments. Responsibilities may include providing information and technical guidance to internal and external customers; analysis, development and maintenance of Extensible Markup Language (XML) schemas, business rules and technical documentation; identifying and resolving program issues.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

DESIRABLE EXPERIENCE/QUALIFICATIONS :
  • Working knowledge of the Business Entities Tax (BETS) and Taxpayer Information (TI) systems.
  • Experience with Microsoft Office tools (Word, Excel, Visio, Project) as well as IBM Rational ClearQuest.
  • Experience with Altova XMLSpy
  • Experience preparing issue papers, analytical reports and requirements documentation.
  • Excellent written and oral communication skills.
  • Ability to create specific goals and plan to prioritize, organize and accomplish assignments.
  • Experience working on an IT project team.
  • Knowledge of FTB's program areas.
  • Knowledge of general technology concepts, practices and methods.
  • Self-motivate with the flexibility and willingness to learn, and thrive in an environment of change.

Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
