Join us as part of the California Health Benefit Exchange (Exchange), also known as Covered California (CC), a new Department which will improve the health of all Californians by assuring their access to affordable, high quality care. We are looking for enthusiastic and motivated individuals seeking a Staff Services Manager II position to join our team.

There is one vacancy in the following Program Area:

Financial Management/Financial Planning and Analysis

Under administrative direction from the Staff Services Manager (SSM) III, the SSM II has responsibility for management and oversight of the Financial Planning and Analysis section. This Section performs a variety of complex and difficult research and analyses involving financial planning and analysis addressing the Exchange’s financial sustainability, federal and state reporting requirements, revenue forecasting and budgeting. This Section is responsible for developing, analyzing, allocating, and monitoring the California Health Benefit Exchange’s (HBEX) operating budget.

Knowledge of and ability to apply principles, practices, and trends of public administration, including management, planning, cost/benefit analysis, and budgeting;to apply current computer technology and practices, principles of IT systems design, programming, operations, and controls; State level policies and procedures relating to data processing operations; Ability to analyze situations accurately and adopt an effective course of action; to communicate effectively to individuals and groups related to the area of research; prepare and present technical reports; to work as a leader over a small group of analysts or others, or as a team member of large projects; to apply the principles, methods, techniques and tools for developing, scheduling, coordinating and managing projects and resources, including integration, scope, time, cost, quality, human resources, communications, and risk and procurement management; to apply the State rules and regulations governing staff development and supervision, and the State and Federal Equal Employment Opportunity policies.

UNIQUE ALLOCATION FACTORS: ay be required to travel to various locations throughout the state as well as out of state; Ability to qualify for a fidelity bond.

BACKGROUND CHECK: All applicants not currently employed with the California Health Benefit Exchange - may be subject to a pre-employment background investigation. The investigation will consist of completion of a pre-employment questionnaire, fingerprinting, and an inquiry to the Department of Justice to disclose criminal records.
