Under general supervision of the Systems Software Specialist III (Supervisory) Enterprise Solutions Development, the Associate Information Systems Analyst (Associate ISA) provides support to organization’s customers using the department’s Information Technology mission critical and business essential computer systems. The associate ISA serves as technical support team member for major application development initiatives for California Correctional Health Care Services (CCHCS), Clinical Information Systems (CIS). The incumbent will support with planning, analysis, design, development, testing, deployment, user training, support and maintenance of assigned application services and technologies. The incumbent must maintain customer-friendly and professional attitude and is expected to possess and apply knowledge about the organization’s customer, stakeholder, business priorities and environment to complete work assignments in an effective, accurate, and timely manner.

45% - Assist in planning, analysis, design, development, testing, training, support and maintenance of complex, mission critical and enterprise information systems. Analyze functional and non-functional requirements, and develop system design, logical data model, data dictionary, database design, data conversion plan, and interface design documents. Assist coordinating the review process to get buy-in and sign off on the design documents from various governance boards and stakeholders. Work with IT units to establish application environments in the data center to support the development, unit test, integration test, system test, user acceptance test, training, production and disaster recovery; install, configure, customize, test and deploy the environments to be used as landing zone for hosting applications. As required assist and develop prototype and provide demonstration to stakeholders; develop the system based on the design specification; perform unit, functional, integration, system and user acceptance testing. Debug system problem, analyze system behavior, determine root cause and resolve defects and issues. Collaborate with other subject matter experts (SMEs) to develop training manuals; conduct training sessions for trainers as well as end users. Develop configuration management plan, release management plan, capacity planning, operations and maintenance manual, test plan, test design specification, test case specification, application support model, and other procedural documents. Coordinate activities to support the deployment of the solution to all CCHCS locations.

30% - Assist in monitor the system availability, performance, operations and problem tickets; alert and inform the appropriate personnel to take action promptly; troubleshoot, resolve and successfully test all defects and issues; monitor for firmware and software patches, hot fixes and security updates; coordinate with various stakeholders and follow CCHCS Change Management process to release fixes; develop new and enhance existing scripts to automate routine administration tasks. Perform user accounts provisioning with appropriate roles and permission; verify system connections, message queues and data import/export; open tickets with vendor and follow through till problems are resolved. Analyze system performance and identify areas of improvements; provide options and technical recommendations; develop to-be solution to optimize the system performance, resource usage and management overhead; implement, test, and document new enhancements per CCHCS standard; coordinate with vendors, business users, information technology staff and follow CCHCS Change Management process to deploy the enhancements; provide monitoring and support prior, during and after release. Assist to establish and document policies, process, procedure and standards ensuring compliance with departmental and statewide mandates; follow industry best practices. Work with team members including state staff and consultants to ensure a high quality level of support are delivered to CCHCS’s customers.

10% - Work with state staff and consultants from cross-functional organizations through a software development life cycle (SDLC) approach. Participate in the analysis of project concepts or service requests to understand the business need and identify potential alternatives. Work with business program areas to develop business requirements and translate them to solution requirements. Collaborate with vendors, contractors, business and IT subject-matter experts (SMEs) to develop technical requirements, high-level solution design, business workflows, use cases, business rules definition, and conceptual data model. Help organize the team(s) to plan the scope, resource, budget, schedule, project plan and present the recommendation to management for approval. Analyze business needs and system requirements to create feasibility study report (FSR). Assist to develop request for offer (RFO)/ proposal (RFP) and selection criteria to evaluate contractors and consultants for the projects/programs. Work with project manager (PMs), business and IT stakeholders to analyze project requirements.

10% - Evaluate new technologies, develop analysis and provide implementation proposal to management for consideration. Analyze system architecture and design to understand impact to the business programs, projects and other systems in the environment. Reverse engineer systems to develop business and technical requirements, business rules definition, application architecture, data model, report design and system requirements. Augment the technical work of other staff and consultants when required by assuming responsibility for completing or assisting with system development, and maintenance tasks. Act as subject-matter experts (SMEs) for enterprise initiatives, projects and other units in the organization. Develop and provide presentation to executives, senior management and peer groups.

5% - Responsible for staying current with the latest developments in equipment and software trends and considering their application and benefit within CCHCS. Advise management of problem areas or areas in need of improvement or modification. Travel as needed. Perform other related duties as required.


Knowledge of: Information technology systems (software) programming, equipment, and its capabilities and interfaces between hardware and software; and the requirements for the installation and implementation of the most complex information technology software systems.

Ability to: Write less complex programs and develop detailed program specifications; analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions; apply creative thinking in the design and development of methods of processing information with information technology systems; establish and maintain cooperative working relationships with those contacted in the course of the work; work under pressure; communicate effectively; prepare effective reports; coordinate the activities of technical personnel.


Knowledge of: Software development life cycle (SDLC); web application security and encryption; the State IT Governance Policies and Security Standards per the State Administrative Manual (SAM); industry web standards, technologies and systems, with specific focus on web design and development; interface design, database design, logical data modeling, database programming, coding standards and best practices, data conversion methodology.

Ability to: Implement information technology systems using Microsoft ASP.NET, MS IIS, MS SQL Server, MS Access, SQL Programming, Visual Basic, Web Services, MS Visual Studio, EMC Documentum; effectively use development and test tools.

Special Characteristics: Ability to work independently and in a team environment, act tactfully and be able to articulate in high-level meetings. Excellent written and verbal communication skills. Demonstrated ability to act flexibly and effectively under pressure.

Persons appointed to this position must be reasonably expected to exert up to 40 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
