Under the direction of the Supervising Management Auditor, Audits and Investigations Division, the Senior Management Auditor plans, coordinates, and manages the daily activities of audits pertaining to Charter Schools, Title I, No Child Left Behind, Child Development, and other program areas within the Division. The Senior Management Auditor supervises a group of audits in performing a variety of complex and technical audits of entities receiving federal and state funds to determine compliance with federal and state regulations. The incumbent performs the following duties:
Plans, assigns, and supervises audit staff in planning, conducting, and evaluating audits of entities receiving federal and state funds to determine whether the entities have complied with required financial operations, program eligibility and operations, program regulations, and Office of Management and Budget Circulars A-133 and A-122, and program guidelines.
Conducts quality control reviews of field audits by reviewing audit planning memorandums, finding point sheets, working papers and audit reports prepared and submitted by audit staff for compliance with professional auditing standards and the Division’s standard format.
Confers with federal and state management agencies including the U.S. Department of Education, U.S. Department of Agriculture, Nutrition Services Division, Charter Schools Division, School and District Accountability Division, and other program offices, and local sponsors and entities receiving federal and state funding; works closely with CDE’s Legal Office, and program offices in resolving audit appeals and complaints; participates in hearings, training for entities receiving funds, and other policy or decision-making meetings.
Supervises and approves office activities, including office correspondence; manages audit section budget; oversees personnel actions; conducts employee performance evaluations; reviews and approves staff travel and leave time; establishes and implements continuing professional education training plans for staff; recruits and hires new staff.
Reviews, modifies, and clarifies audit and program regulations, administrative policies and procedures, and makes recommendations to management; reviews changes in state and federal laws and regulations and incorporates the changes into updated audit guides.
